Show Col Scott WASHINGTON March 5Col R N Scott who died of pneumonia this afternoon was the son of Rev W A Scott a distibguished minister of the Presbyterian church and was born at Winchester Tenn He served with distinction throughout the war and at the battle of Gaines Mills was wounded and brevetted gallantry Before the war he was stationed on the Pacific Coast and had at one time under his charge the United States steamer Massachusetts during the San Juan troubles in 1859 For twoyears he was professor of military service at Fair bault Minn Col Scott was the author of a very valuable digest of the military laws of the United States which was published in 1872 The high appreciation of his ability and military knowledge was frequently shown by those most familiar with his capacity and not ably his assignment as Military Secretary in 1878 to the joint commission commis-sion of two years Congress for the reorganization of the army under what was known as the Burnside bill and subsequently as Recorder of the court of inquiry in the case of Judge Advocate General Swain But tbe most substantial substan-tial recognition of all was his selection as compiler of records of the late wars to which duty he was assigned on the f first of January 1878 Thisis the most important publication of tha sort ever attempted and the only one of its kind ever made by any government except that by the German Empire Franco German which is in no wise complete as this will be when finished S |
