mayor Alderman Al-derman Shilling was chosen to preside The following members were noted absent ab-sent on rollcall Snyder Hurlbut Anderson Ander-son and Griffin The following petitions were read and referred From William Lowe and seven other citizens and taxpayers asking the council to suffer the sidewalk on Twentythird street between Monroe and Quincy avenues ave-nues to be filled up with gravel as it is almost impassable in the wet season Committee on streets J M Wagner applied for appointment asa as-a member of the police force His petition was numerously signed Referred to po lice commission John Al Dee asked to be permitted to purchase or lease for ten years the ground on Union square kcovn as theTtMnghouso grounds Referred to special committee The city attorney reported an ordinance repealing the boot black orninance Report Re-port adopted and ordinance ordered pub lished The city engineer recommended the purchase pur-chase of a carload of drain tile pipe to be used for culverts at street crossings The city engineer stated that the cost of opening open-ing a thirtythree foot street through the block bounded by Washington and Adams avenue and Twentyfourth and Twenty fifth streets would be 24S4 Referred to the city attorney to draft ordinance The committee on public grounds recommended recom-mended that the city sell to the chamber of commerce or to any other party any portion por-tion of Union square except the part upon whch stands the same to be sold to the highest bidder and the city to reserve the right to reject any or all bids The report was unanimously adopted Alderman Preshaws report of his visit east to investigate the merits of calomine water pipe was read It was very favorable favor-able but contained no recommendations Councilor Turner expressed himself in favor of holding the canal company to its contract to put in castiron pipe He thought that the committee had not made such an investigation as was necessary to determine He said that Professor Pres cott of the Ann Arbor university had pronounced pro-nounced calomine pipe unsafe and danger oas to health on account of the poisonous metal alloy with which it is coated the alloy being composed of zinc lead copper and tin The superintendent of the Long mont Colorado water company said that there was no comparison between calomine and castiron the latter being in every way preferable Mr Turner said that a varnish var-nish had been applied to the inside of the cast iron pipe to make it smooth for the passage of water through it and that the cast iron pipe manufacturers were keeping pace with the progress made in inventions He also said that in every instance where a thorough trial had been given the calomine pipe it had been found inferior to the cast iron pipe He urged the council coun-cil not make the mistake of allowing the substitution of calomine for cast iron pipes This city cannot afford to engage in any doubtful experiments He appealed to the council to make the company put in a firstclass cast iron system He said to make the change would render the con tract null and void Councilor Blaisdell moved that the question be laid over for one week Alderman Preshaw said he was not an agent for the calomine pipe He was not here to advocate it but was satisfied in his own mind that it was preferable to cast iron pipe and would withstand the action of acids and water better He defended his report in a speech of some length Turner replied that he was not willing to vote upon the matter until a committee of the council had visited the towns where he averred the calomine system was in use and made a through investigation Blaisdels motion to postpone for one week was carried Bills were read and ordered paid or referred erred to the finance committee The weekly pay rolls were read and ordered or-dered paid Blaisdel moved that the names of all candidates for the police force be read and that they be voted on by ballot Not seconded Chapman moved that the matter lie over for one week or until the police commission make their report Carried Preshaw on behalf of the street committee com-mittee asked to be instructed in regard to putting in asphaltum cross walks Blaisdell moved that the street committee commit-tee be empowered to receive and accept bds from the asphaltum compani03or from any other persons who desired to put in crosswalks of any other material Carried I Car-ried riedColonel Colonel F C Kissell on behalf of the Utah nationalguards asked for the use of Lester parkpavilion on Sunday afternoon for drill and business meetings I City Tax Collector Cassin has published his intention to commence to levy on property prop-erty to enforce payment of delinquent taxes on the 15th inst About five thousand thous-and dollars is now delinquent The building inspector has presented some elaborate plans of the changes required re-quired to be made to make a city hospital out of the city jail a jail out of the present fire department quarters in the city hall and transforming the old tithing barn into J a house for the fire department I |
