Show TO U S MARSHALS A circular Letter on the Duties of Deputies TH < f KNIGHTS CONVENTION oN J The Mutual Benefits = Signal Service Examination Cabinet Meeting An American SwindlerEtc f To United States Marshals WASHINGTON October 19The Department De-partment of Justice has sent ac copy of the following circularletter to each United States Marshal SIRIIi pursuance of a letter of the 5th instant from the President directing direct-ing the AttorneyGeneral to take charge of the appointment of special deputy marshals the performance of their duties and their co npensation together with the compensation of supervisors I at Congressional elections in November next your attention is directed to titles 24 and 27 chanter 7 of the Revised Statutes of the United States Under sections 2 022 and 2024 Revised Statutes Sta-tutes you have power to keep the peace protect supervisors preserve pre-serve order prevent frauds and enforce en-force the law in towns of 2000 inhabitants and upwards You hould make yourself familiar with the statutes referreu to and see they are understood by your deputies who should be discreet men impressed with the importance of an honest franchise The manner of discharging these duties du-ties by yourself and your deputies is largely left to your oiscretion In matters mat-ters iuvolving questions of law you are directed to consult the attorney of the United States for your district for needed information and advices It is assumed that the duties can be performed without infringing infring-ing on the rights of any citizens in a manner that shall be firm and at the same time free from unnecessary display of authority It is net expected ex-pected that the supervisors and deputy marshals will reserve compensation for more than five days service They should be so informed Within this time all can be done it is thought that ought to be You need vigilant men who are concientious workers and no other Before payment each deputy and supervisor will present to you his commission oath and badge of office with an affidavit that h > is the person to whom the commission was issued that he performed the days service as charged which will be annexed by you to the pay roll as voucher for its adjustment ad-justment The same facts should also oe known to you through other means on the nayment being completed These account should be approved by the court and forwarded to this departmei t for action The AttorneyGeneral invites in-vites the attention of district attorneys to a letter addressed to marshals and asks them to assist the marshals in the execution of this law without friction while it maintains right of suffrage intact |
