Show CITY COUNCIL Prcreedings at the City Council on Tuesday evening December 12th 1882 Mayor Jennings presiding presid-ing Present besides the members of the City Council Messrs John H Rumel John Allen and IIelamall Pratt sidewalk commissioners The mayor stated that pursuant to published notice the Council before be-fore beginning its regular order of business would proceed to hear and determine complaints or objections if any to the assessment made by the sidewalk commissioners as reported re-ported at the last sitting of the Council for the improvement of a portion of the west sidewalk on East Temple street between Second and Third South streetsand to that end requested if any persons were present on that business that they make known their complaints Mr Gideon Ryman a property holder interested in said assessment stated that he had no objection objec-tion to make to the assessment but requested that he have the privilege privi-lege ot laying a flagstone pavement Instead of asphaltum as contemplated contem-plated which he preferred to do at his own expense the work to be performed per-formed at the same time the aspnal tfum is laid adjoining and to be done to theacceptance of the proper officer offi-cer After consideration it was moved and carried that the request of the crentJemau be granted provided pro-vided he pay pro ratcz his proportion of the expense ot commissioners assessment as-sessment advertising etc There being no further complaints o r objections to said assessment on motion it was confirmed and the recorder re-corder instructed to make a correct tax list thereof and deliver the same to the city collector as provided bylaw by-law The regular business of the evening even-ing its then proceeded with as follows fol-lows jJaniel Cross and nine others property owners on Centre street petitioned that the Council adopt as the width ot said street between Plum and Peach streets the same width as the remainder of said street south from Plum street to where it intersects East Temple viz four rods and that the eastside east-side thereof be taken as the proper line to measure from Referred to the committee on streets and alleys Petitions from Richard A Mar gelts and the estate of R B Mar getts per Hardy executor were submitted protesting against the granting of the petition of J H Van N atta for the right to purchase pur-chase a certain tract of land northwest north-west of the Warm Springs alleging that said land by right ot purcmise belonged to Richard A Margetts and asking that he receive the citys title thereto at a reasonable price Referred to the committee on public grounds A petition was sutmitted from Paul A Schettler representing that several weeks ago Mr James W Carrigan obstructed the public street between block one and two in plot H SaltLake City Survey by digging a ditch therein The petitioner peti-tioner alleged that he and others had used said street for fifteen years and asked that it be opened to the public Referred to the city marshal mar-shal shalApp cations for the renewal of license to transact business as retail liquer dealers were submitted from Auer i Murphy Hmery Ward presented and granted The committee on the constrction of the Jordan and Salt Lake City Canal reported that the sum of 630750 was expended during the month of November on the several actouuts connected with the construction con-struction and maintenance of said canal Approved The street supervisor rendered his report for the quarter ending Nov 30th 1882 showing an expenditure on street improvement account of 3473149 besides 901 days of prison labor at 100 per day making the total actual expenditure for the quarter named 509249 Approved Ap-proved The committee on streets and alleys al-leys to whom was referred the petition pe-tition of T W Ellenbeck Superintendent Superin-tendent of the Salt Lake City Gas Co for permission to use a certain railway track for the transportation of coal to the gas works etc reported report-ed that they had examined into the matter and found that the D and R G Railway track spoken of by petitioner was merely temporary aud was somewhat objectionable ob-jectionable as a route lor a permanent perman-ent track The committee recommended recom-mended that the gas company have the right of way on South Temple street to lay and operate a track from tke southwest corner of the gas works lot to the Denver and Rio Grande Railway track at the corner of South Temple and Sixth West streets Adopted The committee on streets and alleys to whom was referred the petition pe-tition of 0 Merkeley Esq for remuneration re-muneration labor psrfcmiedaucl gravel furnished i tiling ui > a certain cer-tain portion of Second West street reported that they had visited the locality interviewed the petitioner and consulted with the street supervisor super-visor and fomd that said officer knew nothing said improvement having neither authorized directed or permitted the same and that the petitioner did not claim thai he did any work except for his own convenience con-venience in front of his own property prop-erty The supervisor further claimed to have made the full amount ofstreet improvement in that locality authorized by the Council Coun-cil The committee therefore declined de-clined to recommend any appropriation appropria-tion Adopted The committee on claims to whom was referred the bill of Dr Clinton 5100 for services as sanitary and quarantine physician etc for November No-vember reported that they found the same according to past understanding I under-standing and recommended that the amount be allowed The committee com-mittee further set forth that on information in-formation to the effect that the duties of said office had been greatly decreased since the disappearance of smallpox from the territory I I they were of the opinion that the salary of the physician might be reduced for the future and recommended recom-mended that so long as his services were deemed necessary by the mayor he be allowed salary at the rate of SGO per month Adopted The special committee appointed ito i-to prepare a petition to the postmaster post-master general askin for free postal delivery for the city reported progress and asked further time Report received and further time granted Alderman Speirs moved in view of the many recent robberies assaults and other depredations against person and property committed com-mitted by vagrants and other unprincipled un-principled ruffians who infest the city at present that the chief of police po-lice be instructed fo organize a corps of special policemen in each ward of the city for the protection and safety of citizensCarried The city surveyor presented a profile pro-file of the street and sidewalk grades on East Temple street from North Temple to Pear street which was referred to the committee on streets and alleys for examination Adjourned I |
