The Police Muddle The city council met at the usual hour last evening and in the absence of Mayor Scott Councilman Parsons presided The other members in attendance were Councilmen Council-men Lynn Anderson Pickard Spafford Heath Pendleton Folland Hardy Hyde and Tuddenham WANTS JL NOTION STAND Joseph Krantz asked permission to erect a notion stand at Smiths drug store corner Laid on the table BORE LIGHT Matthew McKelly and others asked that an electric light be establisned at the corner of Fifth and J streets O1MECTS TO DOUBLE LICENSE The Kentucky Liquor company asked that the ordinance in regard to wholesale and retail liquor licenses be amended The compauy paid both a wholesale and retail license amounting to 200 This license Was excessive It suggested that a reduction S reduc-tion be made in the case of persons doing both a wholesale and retail business as the wholesale business was very light owing to the fact that the whole territory was drummed by outside liquor houses Referred Re-ferred to the committee license with the city attorney associated and the treasurer was instructed not to collect tho license until the committee had reported DANGEROUS TUACKS AND SPEED I Thomas W Jennings represented that owing to the manner in which the streetcar street-car tracks on First street were ballasted bal-lasted it was difficult to cross them with vehicles and he asked that something bo done in the matter He also called attention atten-tion to the high rate of speed at which Rapid Transit cars are run on First street Committee on streets AID TOO MUCH J F Craig asked that 2050 paid by him as hotel license by mistake be refunded to him Committee on license DEMANDS DAMAGE Flit A HORSE I Adolph Hunger represented that on September I Sep-tember 15 his horses ran away and plunged into the canal on Seventh West street and the result was that one of the horses wa drowned and a wagon load of fruit was lost Ho asked damages in the sum of 1150 Committee on license WANTS WATER MAINS C E Angell asked for an extension of the water mains on Eighth East street Committee on water works CALLS ron LIGHT J E Wiscomb and others asked that an electric light be placed at the corner of Seventh East and Ninth South streets Committee on improvements H E Carter and others asked that the water mains be extended to Golden park Committee on water works KEPAIR THIRD EAST STREET J R Winder asked that Third East treet between Eignth and Tenth South be repaired Committee on streets PILE OK Ingersoll Simondi were granted permission per-mission to pile building material on Third South street ACCEPT THE FRANCHISE The Great Salt Lake Hot Springs Railway Rail-way company accepted the franchise granted it on Septemoer S Filed THANKS FOR 500 Chairmen Donnellan and Secretary I Gillespie of the irrigation congress sent in a communication thanking the council for the appropriation to help defray tile expenses ex-penses of the congress COMPROMISE A CLAIM The committee on claims recommended that the claim of Clara H Skewes for X25 6 for damage done to a Held lucern near the Jordan by the action of the city in conveying con-veying the machinery for tho sewer pump over it be compromised by the payment of 150 Adopted TWO OF THE FINEST The committee on police recommended that the appointment ot Alonzo M Wilson and SD Chase us policemen be confirmed 1000 LEG MONEF This brought up tho old claim of ono By water for heavy damages for serious injuries in-juries sustained by him while working as a city prisoner at the gravel bank in the eastern part of the city Tho accident occurred quite awhile a-while ago and Bywator Had his leg broken City Attorney Hall said that if the case were his he would not neglect the opportunity to compromise the claim for S1UOO That amount was placed to Mr i Halls credit and he was instructed to have I the claim settled at once 900 PER MONTH Nine retail liquor licenses were granted CLERK GLENN The resignation of Will I Stuart as clerk of the police court was then accepted and Councilman Hyde nominated C B Glenn for the position Councilman Pickard nominated Thomas Guest The ballot was taken and Mr Glenn received 7 votes while Mr Guest received 4 The former was declared elected and Mr Pickard put in a protest I on the ground that it took eight to elect WAlt SPRINGS SUBLET The committee on public grounds to whom was referred tho petition of Barnes 1 VJ1q T i ldt ii 11 Byrne asking permission to sublet a portion por-tion of the Warm springs property recommended re-commended that tho same be granted Adopted INSTRUCT THE BOARD OF PUBLIC WORKS communication from Elias Morris was read asking that the board of public works bo instructed to acknowledge his report to lay certain sidewalks and inspect the came and if found satisfactory to accept them Referred to the street committee REPORT OK SEWERAGE The report of the committee on sewerage on the petition of J A Cunningham J E Jennings and Simon Bamberger for sewerage sew-erage extensions was laid on the table for one week DUTIES OF BUILDING INSPECTOR The amendment to the ordinance defining defin-ing the duties of the inspector of buildings was taken up and passed under a suspension suspen-sion of the rules The ordinance makes it unlawful to repair anv frame building within the fire limits of the city when such buildiug shall have been damaged by fire the elements or decay to the extent of 50 per cent of its original cost The ordinance ordi-nance takes effect immediately SMOKE ORDINANCE The ordinance submitted by the committee commit-tee on municipal laws and designed to do away with the smoke nuisance was laid on the table for one week THAT POLICE REPORT The majority and minority reports of the committee on police which had been on the table for some time wero then taken up and Councilman Lynn moved that both reports be referred to the mayor Councilman Folland moved that they betaken be-taken up first and then referred Councilman AndersonI dismissal omen f o-men from the police force the mayor cannot can-not reinstate them Councilman Hardy There seems to be a difference of opinion here The mayor claims that the power rests with him while Mr Anderson claims that it is with 1 the council I City Attorney Hall My opinion is practically I prac-tically written out but there is one point in it that I am not quite ready to report upon conclusively That is how far Sail Lake city is acting under the law of 1SSS It is a very important question one thai involves other matters than this Councilman Tuddenham moved that the whole matter
