If all goes well, a new city hall for West Valley could be in use here by October of 1988, according to City Manager John Newman. During a City Council meeting tonight (Thursday), city officials will reveal a privatization agreement for location of a new city hall and state circuit court complex on a e parcel of property at 3650 So. 2700 West. five-acr- the Tracy Collins, Chevron and Firestone building located on that corner would be razed The vacated Gibson store would If approved, also be torn down. The remaining seven acres on the block would be redeveloped into a city would then purchase the building. For five years officials of West Valley have anticipated building a new city hall. Just nine months ago, Granger park was eliminated as a potential site following a vigorous citizen protest. City officials then toured 26 potential sites for the building. If city hall is build at this location it will lead to the redevelopment of a downtown area that needs to be revitalized, said Newman. City officials are pushing for a new complex since the present building violates uniform building codes, does not meet handicap regulations and is not structurally sound. commercial shopping center. The cost would be $8 million - $5.7 million which would be paid for by the city. The state circuit court would purchase space for $2.3 million. With developer Kent D. Dicker-son- , an architectural firm and Heartland West Valley Commercial Limited, a major property owner on Market Street, council members will review the privatization agreement tonight. Under such an agreement, the developer would build the complex following West Valley City specifications. Upon completion, the Is Administered By School Board bv Paula Huff Green sheet Staft Newman also said lack of security in the present court system is a time bomb ready to explode. Unless adequate facilities are constructed, the circuit court will move out of city hall, he said. This would create an inconvenience to West Valley City citizens ... and would be a waste of taxpayers dollars to have the two government services in different locations, he said. Newman said if the plan is approved, the project will be bid in three months. Construction would begin Aug. 1 and the approximately building could be completed 12 to 14 months later. It t iter GRANITE PARK. A $1.6 million reduction in the current years school budget was approved by the Granite Board of Education here Tuesday night. Because of a shortfall in state coffers, legislative action this year mandated state school districts reduce their budget by 4.5 percent. For Granite, that meant a $5,359,000 budget reduction. This latest budget reduction of two percent came from 23 different accounts. A majority of the funds came from the natural gas and electricity account One piece of good news during all of these budget reductions has been the mild winter, said Superintendent John Reed Call. Most of this money has come from utilities. But if we had the kind of winter we normally have, we would be in an un- fortunate position. In reducing the budget, Call said no funds were taken from textbooks or supplies. From career ladders, there was $195,931 designated. But those funds were unallocated. No programs will be cut. Although funds were taken from the advanced placement program, teachers will still receive bonuses according to students scores. I can assure you we will not have a funds balance at the end of this year," said Call. But I dont know anything else we can do because Utah law prohibits us from operating on a deficit. Board members hesitated at approving the budget reductions and J. Dale Christensen called it a "very dangerous chess game. City Council members will determine whether a proposed special improvement district for street lighting can be formed during a meeting here tonight (Thursday). During a public hearing on March 5, three different petitions were given to the council concerning the district, which would include 235 households in Woodledge, Gayle Heights and Colony West 13, 14 and 15 (around 4700 So. 5300 West) subdivisions. Also, several citizens voiced opinions concerning the district. Signatures on the protest petition were verified and it was determined that 40 percent of the citizens in the area are against installing the street lights. Since several people who want the street lights live in a cluster, City Manager John Newman said the council can redraw the boundary. Newman also said since many citizens are not against the street Inlights, but against the proposed stallation, the council should consider allowing a contract with someone other than UP..L for the system. There are a significant number of citizens for the district and a significant number against it, so you have a significant decision to make, said Newman. In other business, Charles A.
