Show Public applauds board's decision Nearly 25 people who crowded into the Ashley Valley Water and Sewer Improvement District's small meeting area, were pleased with the board's dead-locked decision on a water treatment plant. After a lengthy discussion of the costs of both type? of plants, The District's attorney, Gayle McKeachnie, said that the proposed contract for the Central Utah Water Conservancy District to treat the district water was "unclear" and needed a lot of re-writing. Larry Hacking, a board vice chairman, made the motion that the board accept the contract with the Uintah Water Conservancy District for the CUP plant, but with the attorney's recommendations for re-writing the contract, Gaylon Cook, board chairman, chair-man, cast a vote in favor of the motion, and other board members Robert Turner and Brownie Tomlinson, voted against the motion. Boyd Workman abstained. In an early vote on a motion by Brownie Tomlinson to enter into a contract with a locally owned treat ment plant, Turner supported, and Cook and Hacking rejected. Again Boyd Workman abstained. Turner said that he thought Workman Work-man had been placed in a bad position "being appointed as a swing vote." Workman was appointed to the board early last month by the County Commissioners. Com-missioners. Workman said he thought he was not informed enough to make a decision on the treatment plant and that it should be opened to public vote. The board agreed that the issue should be voted on by the public, but no motion was made to that effect. McKeachnie said that before the board could approve the CUP plant, an election may be required anyway, in that it would indebt the district for more than one budget year. Persons at the meeting applauded Workman's action on the treatment plant issue and also showed approval of the board's not passing the CUP plant.
