The final tabulations made by the Interior Ministry showed former Finance Minister Giscard dEstaing with 50.80 percent of the votes as opposed to United Left champion Mitterrands 49.19 percent. The 220th president of France was scheduled to assume office on Monday, May 27th. THE MIDEAST Secretary of State Henry Kissinger emerged from five hours of talks with Syrian President Hafez Assad on Saturday, May 25th and seemed on the verge of a disengagement resolution. After Hying from Damascus to Jerusalem, Kissinger met with an Israeli negotiating team. It was believed that a final accord between the Syrian and Israeli armies which are fighting in the Golan Heights area could soon be reached. In a related development, it was learned that President Nixon plans to visit the Mideast sometime in the near future. The announcement could be part of a campaign to concentrate attention on foreign affairs and divert interest from Watergate matters. BELFAST The British government began employing armed troops in an attempt to dissolve a work stoppage perpetrated by militant Protestants. Approximately 3,000 soldiers removed street barricades throughout Ulster in order to allow a return to work. Although a number of previously closed shops and businesses were opened, Protestant control of power stations seriously curtailed the operation of most factories. The stoppage was called by the Ulster Workers Council in order to exert pressure for immediate elections to a new provincial legislature and to abort the proposed ties to the Catholic republic in the South. Claiming that the stoppage is a political maneuver being used as a means to tfain sectarian ends, British Prime Minister Harold Wilson has refused t negotiate with the UWC. The militant Protestants have threatened power blackout in retaliation to armed British intervention. WASHINGTON President Nixon refused to comply with a House Judiciary Committee Subpoena for tapes and documents. The refusal, which could possibly be considered an impeachable offense, was made on the grounds that continued demands for material constitutes a massive invasion of presidential confidentiality. Meanwhile, Watergate special prosecutor Leon Jaworski appealed to the Supreme Court on Friday, May 24th to determine the right of On Wednesday, May 22nd President Nixon to withhold evidence.
