Pas Hot 'the Progressive Party Will Nominate Its Candidates foi f I I County Of f ices The People Will Go to the Poles and Nominate Their Own Candidates by I , Voting a First, Second and Third Choice for Each Office First Effort to Let the t I ; People Rule in Weber County. r '; The Progressive party in national convention has declared in favor of preferential primaries in the nomination and the election of officers and of candidates for office. The Progressive County committeemen of "Weber county has unanimously decided to bogin immediatol' to enforce the Progressive platform and have declared for a preferential primary in selecting candidates for offices in Weber county. Instead of a machine, or ring, or clique, or bosses, fixing a slate and thrusting the same down the people's throats, under the preferential primaries the people will mako their own selections and judges will be appointed for each voting district and the people will have from 2 to 8 p. m. to cast their ballots. If there arc more than two candidates for an office, the people will have more than one choice. They will indicate on their ballot their first choice, their second choiccj third choice, etc. Each voter has as many choices as there arc candidates less one. That is, if thero are two candidates, the voter has but one choice; if there are three candidates he has two choices; if there are four candidates, can-didates, he has three choices. If no one receives a majority on the first choice votes then the next choice is added until one receives the larger majoritjr of all tho votes cast. In order to make this matter plain to the people, we give herewith here-with a preferential ballot. . We will use tho office of County Recorder and imaginary names for tho illustrations : BALLOT TOR COUNTY RECORDER FOUR OHOICES. You hive only one choice on each of four names. Under Democratic or Republican election primaries, Sil tho man having the most votes would be declared the nominee! 9il Usually, however, a few o the Democratic or Republican bosses get ILfLLfl together and fix the slate and it slides through like a greased col. YH Under the Progressive .platform, however, there is no nominee by a WiH minority vote. ViH It will be seen from the above tablehere is no one that has re- wil ceived 901, or a majority of all the votes cast, as first choioe, yet nn I H der the old party primaries "VV. Smith with 600 rotes would be nom- Til 5natfcd. Idaho has an old party primary law and just a few davs liLfl ago the Republican candidate for Governor was nominated at the ilLfl primaries, and received only 15 votes more than one-third of the votes ULI cast. The Republicans of Idaho voted against their candidate for EH governor by twoHo one. He is nominated by a minority vote, having KiLa received 15 more votes than any other one person, yet only one-third BiLb of the party vote. Under the Progressive preferential primaries, el when no one who received a majority as the first choice, then the KLfl second choice votes are added to the first choice. If there is no elec- BiLl tion on adding the second choice, then the third choice is added to ILV the first andseeond choice. If there is no majority for anyone on LV the third choice, then the fourth choice is added to the first, second . B and third choice. HLl It will be seen from the above table, that under Democratic or Hil Republican primaries, TV. Smith would "be nominated for county ' Hi recorder, but under the Progressive preferential primaries TV. "White Kfl would be nominated, receiving 1,670 votes on adding of the second Hfl and third choice, though he 6nly received 87 votes as a first choice. HLfl This proves that when the people cannot have their first choice they BH would rather have a new man than to acoept- the strongest competi- tor of their first choice candidate. iVLl This paper will be pleased to answer any questions that may be- H asked concerning the Preferential Primaries, which will be used -for HH the first time in about two weeks by the Progressive party in TVeber H Any person who believes in the Progressive party platform and BH secures the endorsement of 20 Progressive voters, can have his iSI name placed before the voters as a candidate for any county or pre- eVefl cinct office. The petition with the twenty names will be handed to Bl the chairman or secretary of the county committee, who will place iVB the names on the official ballots of the party. Blanks will be furn- Bfl ished by the committee. Each candidate will pay his share for VlB printing his name on the ballot. That will be about the only expense KILfl to the prcferentml primary. HH |
