(NEWSPAPER ENTERPRISE ASSN) Measures Aiming At Balanced Budget in 1984 WASHINGTON (UPI) — Senate Republican budget writers are discussing tax increases four times the size of President Reagan's proposal as part of a $181 billion package of budget and tax measures aimed at a balanced budget in 1984. Congressional sources said Republicans on the Senate Budget Committee expressed support at a private meeting Tuesday for a broadoutline for the budget cuts and tax increases over three years. Thetotal is $66 billion more than the administration requested for the period, but staff sources said they feel that amountis necessary to bring federal spending into balance. They said it includes $80billion in tax increases, compared to Reagan's Septemberproposal for $22 billion by closing tax loopholes or levying “user fees” for private boat and plane owners who use federalfacilities But Reagan is passing the word, through a key GOP leader, that he is adamantly against any tax increases next year. House Republican Leader Bob Michel told reporters Tuesday, after a White House meeting, that he knew from his discussions with Reagan, “there's no way you're going to getthis presidentto be talking about a tax increase when we'vejust had the biggest tax reduction take place 30 days ago.’ And Reagan spokesman David Gergen said the president “‘has not been persuaded’’ that tax increases are needed to offset higher deficits Gergen, director of White House communications, told reporters that Reagan's ‘‘strong feeling is to pare down the budget’ rather than propose new taxes But he acknowledged Reagan is reassessing his plan becauseofcontinuing economic problems,persistent high interest rates, and projections of the federal deficit topping $100 billion.
