A call to arms was issued Thursday by the Free State government govern-ment In a proclamation opening the way for the enlistment of those who last woek were "declined by the government gov-ernment because It was confident of the ability of the army single-handed to meet and defeat any attack made upon it." The proclamation follows: "The valor and patriotism of our national army has broken the con. piracy to override the will of the nation na-tion and subject the people to a despotism despot-ism Ixtsed on brigandage and ruth-lcssnesss, ruth-lcssnesss, regardless of the people's inalienable in-alienable right to life, liberty and security. se-curity. '"Spontaneous and eager offers of army service made by citizens lust week were declined by the government because it was confident of the ability of the army single-handed to meet and defeat any attack made upon It in the way of open warfare, and it desired to teach the calumniators' nrray that needed lesson. The army proved itself equal to the great task and Is justly honored as the defender of the people. "Events have shown, however, that while the present active strength of the army has been sufficient to deal adequately with the recent situation, there Is a possibility of counter sporadic spo-radic action which mnkes an increase In the army establishment virtually necessary.
