A Bockin Bock in n the city auditors auditor's office there was an obvious shortage of in the city treasurers treasurer's treasurers treasurer's treasurers treasurer's treas treas- office Bock as city auditor probably knew of the shortage across the hall hail but remained silent He confessed his own peculations served a brief term In the penitentiary and the day before he was to have obtained full pardon came to a mysteriously violent death This interesting bit of history was related to the engineering council the other day by Newland K Vincent of the accounting firm firmA A nf Vincent and Casella which uncovered a shortage ho t g of f in treasury accounts running running run run- run run-j ning over a period of 15 years The vital part of the accountants accountant's report Is that it hits at a loose system of accounting which was permitted to endure for 15 years There was never during that time an honest effort to ascertain the true status of the city's finances What happened during those 15 years may as easily occur again unless the accountIng accountIng accounting account- account Ing methods are subjected to a constant check Certainly a growing shortage during a period of 15 years could not escape notice under any ani honest system of accounting I The lesson which Salt Lake learns and andlor andor for lor or which Salt Lake has paid dearly is that public servants have not yet attained that degree of integrity which Inspires them to regard the public dollar as a sacred trust tobe to tobe tobe be held inviolate |
