IP Daniel Wil-lard Wil-lard was appointed by President Wilson today as chairman of the war industries board to succeed Frank A. Scott, who resigned re-signed recently on account of ill-health. M r. Wlllard, who is president of the Baltimore & Ohio railroad. has been chairman of the advisory committee of the council of na tional defense. "With the outbreak of the war," said a statement issued by Secretary Baker, chairman of the council of national defense, de-fense, "Mr. Willard was among the pa- triotic men who quickly volunteered their serviees to the government. Since that time he has unselfishly deyoted his energies ener-gies to the work of the council of national na-tional defense.
