kaneko would divulge any of the details of their conference but after the baron left after S an important message was sent to herbert H D pearce assistant secretary of state at portsmouth which mr peirce communicated to the russian envoys later an exchange of messages took place between oyster bay and portsmouth secretary pearce acting as ary between the president and the russian while details of these communications are lacking it Is known that they represented an earnest effort on the part 0 the president to bring the envoys into an agreement that would be satisfactory to both belligerent
