Show c I Rosvlt How doe city determine sewer rates? This has been a perplexing issue for may municipalities, and Roosevelt City has been no exception. During the past six months the City has reviewed, restructured, end implemented leverel wer payment plans. However, they unable to please everyone. The loudest complaints came from commercial establishments who rely heavily on water usage for their survival. The City had been computing sewer charges on winter usage, the period during which water usage is usually lowest. However, several car washesand laundromats explained that their usage is higher in the winter than summer. For this reason, they are forced to pay summer rates which do not truly reflect their usage. Because id such concerns, Roosevelt City has been computing a number of commercial sewer bills on a monthly basis. However, this requires a great deal of extra work for City employees and costs the City extra money. For these reasons, Roosevelt has had a consultant review their situation and make recommendations. Steve Sowby, Sowby and Berg Consultants, met with the City Council Monday evening to review the City's sewer rate structure. 1 think I've got the answer," said Sowby. Sowby is not only an engineer but a City Councilman with American Fork. He said he feels he is able to understand both sides of the situation. Mr. Sowby said initially that sewer rates must accomplish three objective. Standard 2.633,000 gallons per month at a cost of $3,000 per month. Sowby said this is according to Sowby, is that they have some reasonable resemblence to the amount of water used and the amount of effluent produced. He explained that the rates should reflect actual usage. Having stated the objectives of the rates, Sowby explained the conclusions of his study. His first suggestion was to. leave the residential rates as they are. Presently the fee is a flat $10 feet. thought about it a long time, and it meets the objectives, said Sowby. The average use per household in Roosevelt is 5,000 gallons per month. There are presently about 1,800 connections in the City. His second suggestion is to leave Plateau Refinery a very heavy user, at their present rate. They are presently using about and if they fail to do so, the rates are not a true reflection of operation cost. The first f the objectives is that monthly sewer fees must generate sufficient revenue to operate the system. Sowby explained that a number of fixed costa exist, as well as variable costs. He said the fees should provide for coverage of all these fees. Secondly, Sowby said the rate structure must be fairly simple. He explained that City employees should be able to understand the structure and why it has been adopted. He added that residents should also be able to understand the reason their bill is what it is. The third requirement of the rates. very easy to understand and fair to them. After this suggestion, Sowby proposed that the City change their method for billing businesses, apartments, and motels. He suggested that they be charged a flat fee of $10 per month and then $1.50 per 1,000 gallons over the 5,000 gallon minimum. He explained that this gives an incentive to conserve water. He explained that this suggestion gives a very accurate representation of actual water used. This method is the way that 80 percent of the cities in Utah work, said Sowby. He said that all of the rates are based on the six months of winter 1 use. Within Sowby1 presentation was an exception for several different types of businesses. He said it is recognized that some businesses have a greater fluctuation in their water usage, and a I bill can greatly effect their continue operation. Sowby these situations there would be a need to read the usage on a monthly basis and bill based on that It was explained by City Administrator Shane Luck that a number of large water using businesses are requesting that their sewer bills be read monthly, thereby placing a greater burden on the City. It was pointed out by Councilman Lee Woodside that Urge water use was not OSDA CHOICE the question. He explained that the real problem came about with those businesses which rely on water use for their livlihood. The Council passed a motion to adjust their rate schedule to indude the suggestions forwarded by Mr. Sowby. The council explained that the only change was the determination that only those businesses using water as their main source of income would be figured on a monthly basis. Shane Luck explained that those bills figured on the six winter months are paying for water already used. He said even though fluctuations may occur, they do balance out.
