Small firms represent a and medium-size- d vitally important segment of the economy of Utah and the nation. Utah has come to recognize that companies with 100 or fewer employ ees are the primary providers of new jobs and technical innovation. As a result, the Governor is creating the Utah Small Business Economic Revitalization (SBER) Program. The Governor has asked the Division of Economic and Industrial Development (DC ED) to administer the SBER Ara stores store to fronts Its judged Christinas! This program will involve federal financing agencies such as Housing and Urban Development's Urban Development Action Grant Program and the Small Business Administration's 7a, 502" and 503" loan programs. Efforts will aim at increasing the use of these programs by small businesses in conjunction with increased private sector support for commercial and industrial wans. EDPs will pursue commitments from local lending insti- fixed tutions to provide asset capital to support presently long-ter- underutilized federal lending programs To further the development of the SBER Program in the Uintah Basin, the Uintah Basin Association of Governments, in cooperation with DCED is sponsoring a conference to identity how this program can be used locally. The Conference will be held Thursday December 9, from 10 a.m. until 12 noon,, in the Uintah Basin Vocational Center Conference Room in Roosevelt. Wood, a research analyst with the Bureau of Economic and Business Research, a survey will be conducted in the area to determine to a greater extent the impacts on business. In recent years the energy development, namely nil and gas exploration, as well as the Bonanza Bower Plant and the various Shale Oil projects, have made an important contribution to the economic grow th of the Uintah Basin. However, the exact impact on the business community is uncertain as is the impact on prices, wages, and the quantity and quality of retail of Utah are planning a study of the business sectors in Duchesne, Roosevelt, and Vernal. This will involve primarily retail trade and services. Wood said the objectives of this study are to evaluate the impart of energy development on the business d firms. Speakers will include members of the State Economic and Industrial Development Division of DCED; Dale Randall of Small Business Administration office in Salt Lake City; and Dr. Shirley Chilton, Director of the National Development Council. Dr. Chilton is a director of the National Development Council, a it consultant group to the department of Commerce, HUD and the Small Buainess administration. She non-prof- has an extensive business and community service background. She has been the president of the Palos Verdes Pennisula Chamber of Com- merce. She founded the Southern California industry education council for the South Bay. She was instrumental in organizing the nation's first explorer Scout Post in Business -- Management and Finance.
