Show Council on Governments i urges Highway 89 study l: , By CHERIE HLBER i Mayor Delore Thurgood up- dated other Davis County mayors at the monthly Council of Government Govern-ment on the progress towards a , study of the Highway 89. : Mayor Thurgood said that he had asked two consulting firms to j give him rough bids on the project : based on a scope of work study ' prepared by the Wasatch Front Council. The first firm gave a low estimate of $70,800 and a high bid of $ 1 20,000. The second firm esti- mated that the cost of the study ; would be between $70,000 and , . $97,000. Mayor Thurgood said that from those estimates, he thought the study could be done for between be-tween $80,000 and $90,000. The Utah Department of Transportation Trans-portation has agreed to pay for 70 percent of the cost of the study. The local share, 30 percent, could be divided between Davis and Weber We-ber Counties, with Davis County paying 75 percent. That percentage could be divided among the cities of the county on a formula based on population and frontage on Highway High-way 89. . Mayor Thurgood said he has sent letters to the other nine cities in the county who are not taking part, asking if they would give financial support to the study. Of the nine cities, Clinton, North Salt Lake, Bountiful and Woods Cross have said no. West Point's Mayor has indicated that he felt the council coun-cil would support it and Syracuse City will put up to $1,000 in the project. He has not received an answer from Centerville, West Bountiful or Sunset. All the cities with frontage on Highway 89, plus Clearfield, have agreed previously to support the study. The proposal with Weber is not fixed yet. The hope was that with a 75-25 split of the remaining 30 percent of the cost, Davis County Coun-ty would carry more clout in the decisions that must be made. Mayor Dean Brant of Fruit Heights pointed out that those people peo-ple who use the road from Ogden and Morgan will want input, and he feels that it is important that they contribute. "They should put their money where their mouth is," he said. The Council of Governments authorized au-thorized Mayor Thurgood to move ahead with the project. Mayor Richard McKenzie of Layton pointed out that they will have to realize that the biggest problem is not the highway, but all the frontage roads. "It's going to be really interesting to figure out with all the frontage roads and buildings," he said. The Council of Governments is promoting the Highway 89 Corridor Corri-dor Study because it feels the study will get the road onto the state's building schedule. |
