Show . The National Guard Association. ! Washington, December 15. The fourth annual convention of the Natidnal Guard Association of the United States met' this afternoon. The association consists of five delegates from the militia of" eaoh State. Eighteen States were . represented at the meeting. . President George W; Wingate, of - New- Torkyealtea -lbs eetirigto oidr,lul ' in his opening address said the objects of the association have been thwarted in the past by objections that it was the intention to deprive States of their authority over the militia, and then, on the other hand, that it was desired to make money out of the Treasury of the General Government for purely State organizations, without permitting permit-ting proper supervision by the War Department, Depart-ment, but the greatest obstacle they had to encounter was the apathy among .the people-, . the militia, and in 1 Congress, in regard to the- entire question which the association had at heart. . He thought now that the situation- was more favorable, and that bills before Congress would receive-favorable receive-favorable consideration. . .
