leave to pile building material in front of the Palace Hotel H C Barrell C F Runquist Henry Furroy T H Knot and others petitioned the city to lay 3inch water mains on C and D streets between Sixth and Seventh streets agreeing to pay their share of the threefourths cost Referred to Committee on Water Works One hundred and fiftytwo DryBench ers presented the following If the corporation cor-poration of Salt Lake City place lateral pipes in the streets of the present dry bench at the public expense we the undersigned agree to connect with them as soon as possible that we may have water for culinary purposes to supply our great need U The streets represented areA are-A B C D E F G H I J L 31 and N and there are many more citizens who have hot yet signed but are willing to do so Fred Calmer Sr made one of his periodical appeals in behalf of tho long sufferers and asked that a special tax be levied to defray the expenses He said that the people of the Bench were exasperated ex-asperated and wanted to know what the city would do for it Referred J M Harvey asked leave to connect the West Temple street water main with his residence 63 W Fifth South street offering to advance threefourths of the cost of the job Referred to Committee on Water Works J Smith and Enoch Covey asked leave to lay one and onehalf inch water connections con-nections from the nearest main to No 23 S Sixth Eaststreet Referred to Committee Com-mittee on Water Works John Leos M W Whipple and nineteen nine-teen oth called the Councils attention to a dangerously stagnant pool of vater at the corner of Fourth North and Fifth West streets which is already breeding disease Referred to Watermaster with power to act J B Furster petitioned for a years license to drive a twohorse express wagon because he is too poor to pay for a license Referred Emily and Susannah Morrison petitioned peti-tioned for a free license to peddle homemade home-made ice cream Referred D S Vernon advance agent of Robin sons circus asked for the use of part of Washington iSquaro on the 26th of July next to exhibit thereon Granted on condition that he pay 25 for repairing the grounds after the show The street surpervisor made the following fol-lowing report of the poll tax register for I the year ending December 31st 1886 containing tho names of all parties registered regis-tered also a summary containing Department recommended that block 86 plat A Salt Lake City survey be exempted from the restrictions of the fire limit except an eightrods strip on the south side Adopted I The Committee on Water Works made the following report The Auditors report of the condition of the Sinking Fund for the halfyears ending October 81 1886 and April SO 1887 referred to this committee has been examined and compared by us and found correct We therefore recommend that raid reports be approved and filed and that as provided by law a sum equal to onefifth of the citys revenue for the six months ending October 311886 namely 1371278 and for the six months ending April 30 1887 1536213 together to-gether with the amounts realized as interest on inrestments namely 700 in all 29 77491 be appropriated to the Sinking granted also that C E Pomeroy to have his unexpired brokers license applied to his water tax be granted Adopted The Committee on Water Works 0 Kd tho1 Watermasters Jordan and Salt Lake City Canal report and recommended that 40593 be appropriated to the account ac-count up to April 30 1887 Adopted Alderman niter here made a verbal report on the petition for sewerage on Main street He had referred the matter to the City Attorney F S Richards for an opinion This was given as follows William W Riter Esq Alderman and Chairman of Committee on Improvements Salt Lake City DstJt Sm In answer to your inquiry of the 19th inst as to the power of the city to float a bond for the purpose of constructing sewers I will say that the city has no power to contract a bonded debt for the purpose named but it has power to levy a special tax upon the property benefited bene-fited This power is conferred by section 2 of An Act amending the charter of Salt Lake City approved January 14 1865 See Revised Ordinances page 15 Compiled Lawn page 710 The general borrowing power is expressed in section of the charter as follows To borrow money on the credit of the city provided that the interest on the aggregate of all the sums borrowed and outstanding shall not exceed onefourth of the revenue arising from taxes assessed within the corporation cor-poration during the preceding year F 8 RICBIBDS City Attorney Mr Riter said that under the circumstances circum-stances the Joint Committee wereunable to recommend that the petition be granted in its present shape but thought the Committee could formulate some plan whereby the desired sewer could be built Approved APPHOPBIATION8 The following appropriations were then ordered Street Supervisors fund 1000 Fire Department 500 City Marshal 500
