Show I THE RAILS A New Railroad Deal of Great Importance Now in Process of Organization President Adams Tells the Pacific Railway Commission All About Constructive Mileage The Commission in Executive Session for the Examination of Accounts of the Road The Itailroftcla NEW YORK May 25A now railroad deal in which the Atchison Topeka Santa Fe is said to bo interested is now under nay which railroad men state will provb one of the most important schemes ever carried out in the West I includes the purchase of the St Louis < fc Chicago Railroad running from Springfield Illinois to St Louis and now extending its line to Eureka Illinois making direct connection with the Atchison and Lake Erie l Western This would give the Atchison a through line from Chicago to St Louis and make its system entirely in dependent Vice President Strong of the Atchison Hinckley John D Perry and Frank C Hollings were all at the Southern Hotel on the 17th inst considering the suggested sug-gested negotiations relative to the mattelr A meeting of tho Transcontinental Traffic Association was held this afternoon l okaa the roads wcrojaot nil epresc ted the lq > inp < was postponed until tomorrow The meeting of the trunk line passenger agents held this afternoon admitted the Baltimore ci Ohio and Ontario Western I roads into the combination I ctbination as arranged at the last meeting and made special excursion I exourson rates for the summer I BOSTON May 25The investigation into the affairs of the Union Pacific by the Pacific Pa-cific Railway Commissioners was cd m wts menced yesterday The first witness frst witnesq examined ex-amined was Comptroller O W Mink His testimony was wholly as to tho systent of bookkeeping in use by the corporation and the methods of keeping the different accounts ac-counts The question of allowance in determining de-termining the net earnings under the Thnr man act for mileage was gone into thoroughly thor-oughly and President Adams on behalf of Mink detailed the policy of the company in relation to the same The amount received from branch lines at Omaha under the constructive con-structive mileage rule couldnt bo accurately ascertained but Mink thought it was a largo sum lumJn response to a query from Littler growing out of the suggestion by Adams the latter stated the company would pay 50 per annum more to the Government Govern-ment than it is paying now i it could be relieved of the present system of investigation investiga-tion by the government to which it is continually con-tinually subject We are now overridden by an immense amount of statistical information informa-tion we are bound to furnish the Govern ment and our stockholders In response to an inquiry from Judge Dillon ha said the constructive mileago rates on the branches were not fixed with a view to affecting in the least the amount of net receipts to be paid over to the Government Govern-ment In the afternoon Judge Dillon explained his relations to the Union Pacific stating ho received a salary of 10000 per annum He believed no company in the country paid less for legal services than the Union Pacific Pa-cific Vouchers for money paid for legal services were then produced and examined by the Commissioners The question of the amount paid under constructive mileage account on the various vari-ous roads was then taken up Adams said one of the principles of railroading was constructive con-structive mileage He had been actively connected with railroads for twenty years and had not seen the day when that was not the recognized principle between the Hues in any part of the country I was always the custom to say that the road which picked up the business and turned it over to the main line should have an allowance made to ita constructive allowance and he deemed it to be right The amount of money paid out on the constructive mileage system that was charged off from the mainline main-line to the branch line during 1885 could only be given by going through every contract con-tract The question was postponed until Omaha was reached Tho Commission went into executive Cession Ces-sion io examine the accounts |
