That group of 21 includes II leaders from private industry and 10 government gov-ernment officials associated with job-creation and employment concerns. con-cerns. He defines an cntrepeneur as "anybody taking the resources available to him and doing something some-thing he wants to do." That person is also "willing to take risks" and to be successful "effectively uses resources to meet objectives". That successful use of resources could be compared to the home-maker home-maker who manages to pay all of the bills and still keep the family healthy and happy, Mr. Derbyshire says. Several suggestions, some already implemented, are noted in the thesis aimed at increasing employment em-ployment opportunities. -An on-going training program including lectures, seminars and the like should be set up for PIC Council members and staff.
