Show LAW IS DEFINED I 1 TZ VM M V by a recent decision of the strite supreme court all doubt has been removed beardm rear dm the publication of county financial statements since 1896 a utah fatute ta tute has provided that counte auditors shall publish annually a statement showing owina sh all receipts and all disbursements in detail each disbursement as listed it is provided shall carry the essential element of to whom and for what paid this law has been observed studiously in several sever 1 counties chiet chiei of which has been grand county the citizens citizen of this county for 25 years have abeen given a published statement each year showing levery every receipt and every expenditure of county funds in other words the taxpayers have beten been given gien detailed information as to how their money was expended not all of the counties council s have observed observe d this law however in tooele thoele county for instance the county auditor consistently refused to follow the plain dictates of the statute and attempted to publish a summary report rt which contained no information info mation whatever of individual disbursements the publisher of the tooele thoele newspaper with t the he backing odthe of the state press association brought suit against the county auditor the district court ruled against the newspaper and the case was carried to the supreme court that tribunal has now given us decision sweeping dinits in its terms wherein it is held that the county auditor has been evading his hi plain duties and requiring that counties must publish annual reports showing all disbursements in detailed form aw i B boards of education under a similar statute are also required to publish annual financial statements and in a 8 test tes t case several years ago which was decided by the supreme sua court it was held that school statements published in detail thus it is now established by supreme court edict that both county and school district statements must be published in conformity with the pa plain ain langu language ake of the statute the publication ao 10 have been observed in grand county probably more studiously than in any county of the state the recent decision of the supreme court will not result in any change in this county for the reason that our public officers have always felt that the people had a right to know ho how w their public funel fund were expended it appears however that san jun juean bounty officers have not always alwa irs been disposed to publish detailed statements and we will be interested in observing v ng what effect the recent supreme cour court t decisions will have in in our neighboring county moab times |
