families and five additional al applications have recently been approved three families of the stricken widtsoe area h have ave been relocated in sevier county offices for the sevier county unit are lue thurber secretary recently the program has been changed from rural rehabilitation under the ERA to rural resettlement and rehabilitation under the department of agriculture it should be definitely understood that rural rehabilitation or resettlement is not entirely a relief program people not on relief are alson eligible persons eligible for loans include those referred from the ERA office those unable to obtain credit from the farm credit administration and those who are delinquent on federal land bank payments and in danger of foreclosure and eviction land bank secretaries who may change in rural rehabilitation plan explained continued con tided from page 1 1 I and direct them to the proper federal agency basic reasons for the establishment of the federal resettlement administration were sketched by walter E packard regional director in a general statement of the program in which he touched on results thus far achieved the region for which berkeley is headquarters consists of five states new mexico utah nevada arizona and california the resettlement administration program in these states Is administered by mr air packard and a regional staff with the assistance of five state directors the state director for utah is C 0 stott our rural rehabilitation program is perhaps the best known activity of the resettlement administration said mr packard r in this region between and families are now receiving rehabilitation loans from data on hand it appears that there are from to families that can be helped materially in this region reg ion rehabilitation clients receive small loans needed for purchase of farm stock feed seed and other materials and in some instances for subsistence between crop plantings and harvest these are carefully worked out by the county supervisors in cooperation with the client state agricultural college extension workers help carry out the plans with practical assistance and advice to clients on home and farm management some of the loans are arc now in process of repayment an and d in a few instances have been repaid in full clients are carefully chosen on the basis of farm experience and character broadly secal speaking ang they are families who have through adverse economic circumstances drought or other cas cases es beyond their control been forced to accept relief or are close to the border line another important phase 0 of f the resettlement administration program g ram is resettlement proper which contemplates work of a more permanent sort in stabilizing agriculture and raising rural living standards this work la is just starting it should reach many farmers who have lost their properties through foreclosure and should benefit young couples with a farm background and agricultural college training who need financial aid to start homes and gain a foothold this is a program of broader scope and longer range than rehabilitation bi which is designed to meet an emergency condition of distress as rapidly as possible it is concerned with farm families now living in unproductive areas who may need aid in relocation many families in order to better their conditions will have to move this means that better locations must be found where such readjustment is nece necessary wary through a third activity a land planting section we expect to develop a specific land use adjustment program for future use A detailed study is now being made of areas in the five states state of this region as a guide for development on land readjustment in the future retirement of lands is another activity there are no funds available for its extension this year but last year several tracts in new mexico and a large tract in utah were purchased from a federal fund allotted for buying of land being improperly used and its transfer to grazing forest indian reservation areas and fo for r such purposes as seem better fitted to their use A division called community and cooperative service has been organized to help farra farm groups in the establishment of work centers and other corn community activities that will affect family economies emles and add to family revenues tills this division has been particularly active in the spanish ameri can centers of new mexico where rural areas were hard hit by the drought and other causes weaving Aea ving home canning wood ence enca and lighten the public relief burden A another mother activity which has just been transferred to the resettlement administration is farm debt adjustment which was carried on last year by state and local committees this work out carving leather craft and are among the work center crafts and arts which help group members to maintain their growth of one of president roose wits fireside talks in which he urged farmers in danger of foreclosure to call on their government for help has saved american farmers from foreclosure and bankruptcy during the brief period of its operation it proposes to help arrange an adjustment between a farm debtor where the debtor faces an impossible situation and creditor under which the debtor given reasonable opportunity will be able to discharge his debt and retain his land it involves loan renewals and extensions panning programs for repayment and all the financial details designed to fit individual cases it is a highly important part of our general effort to promote farm security and stabilize agri culture to the end that this underlying foundation of sound democracy be maintained in a profitable and vigorous manner such an extensive program as ours cannot be discussed in its entirety in a brief space of time but these activities touch some of the high points of the program on which we are arc working and the lines on which we have made advances |
