travelled over practically every kind of road known to th tho 0 west from the ordinary country road filled with chucks humps and hollows to the best of the hard surfaced roads through a stretch of country ry nearly miles in length we have an extended and detailed report and list of 0 every hit bit of paying paving visited by us covering macadam tarv la ro cement concrete sheet asphalt and lail laid on oil crushed rock crushed slag black base jn varying from two to eight inches which we offer as part of this report but which we refrain from reading to avoid monotony c but which contains much trip by your committee is that apparently we do not know much about road building and that in tilts this county we have been content largely to spread gravel upon the right of way and call it road building without regard to either proper grade proper drainage and we have had no definite type or plan of a well constructed gravel road to pattern after and the careless creless disposition of waste water from irrIg irrigation alion has made road maintenance in this county practically impossible we have bave learned that the chief elements in good road building are the grade and the drainage and tile the roadbed material on which to build a road regardless of the kind of material out of which a hard surface road is to be constructed we travelled over cement concrete roads and over roads chiefly and the matter of hard surface roads practically resolves itself into three or tour four types of road ce ment concrete or on oil crus cruor q ed rock cement concrete or black base macadam road as observed by us its is a crushed rock with some kind or 01 binding material laid to form anci ana rolled road is constructed of gravel crushed rock and sand with coal tar as the binder laid to form and rolled these two types do not stand up under heavy traffic sheet asphalt consists of a mixture of sand and asphalt about 14 to ag 16 per cent sand and this is ladd on a crushed rock base the principal streets of salt lake and ogden are laid with this type and the difficulty with it is its inclination to roll and crawl cement concrete is a mixture of I 1 gravel or crushed rock and sand and portland cement in certain and deff nit it proportions and is laid in blocks of 40 to 50 feet with expansion joints of fiber soaked in bituminous material is a mixture of gravel and sand and asphalt in such proportions that the air spaces or voids are closed to resist moisture and this mixture 1 iq spread on either a crushed rock base cement concrete or black base the latter is an enlarged process of the mixture containing crushed rock or gravel of various sizes and mixed with varying percentages of sand from less than a quarter of an inch particles to fine sand that will pass through a mesh screen we watched the process of mixing this material with considerable interest and observed that tests are made each hour of the percentages of the different sizes of gravel and sand going into the mixture which must conform to a formula set by a highly trained expert who has investigated vesti gated the qualities of the material the utmost care is taken with this mixture and an engineer at the mixing plant passes on the mixture every hour of these types mentioned your committee finds that it if your drainage grade and road bed have not been carefully prepared no hard surface road will endure all things pertaining to good road building having been prepared your committee found a preponderance of the evidence pointing to greater maintenance costs with ith cement concrete tapo of pavement than with tyres of black concrete pavement we a found in many instances cement concrete con croto pavement of recent construction undergoing repairs and expenditures for maintenance and stretches of pavement were found that in spite of annual maintenance expense were badly worn and chael cracked on the other hand we found much of the black binck pavement pe in fact practically nil all of it that had had no expense in maintenance we found places where repairs had been made and these repairs left no marks or evidence of repairs so well does docs old and new mixture unite on the oth 1 er hand repairs on oil concrete are made with bituminous mixture and the surface is left in a rather unsightly condition front from such repairs summed up and without further multiplying of words your committee finds that proper preparation of road bed as to grade drainage and foundation are the essentials of a good road that cement concrete pavement requires greater maintenance expense than black pavement ape and that tile the present richfield pavement is as good as the best pavement we saw during our investigation except that the latest development in lying laying topping ping is a smoother and more elastic finish than that of the richfield pavement all of which Is respectfully submitted D P JENSEN JOHN HOOD the signature of tile the third member of the committee mr air george peterson is not affixed to the report and when mr peterson was asked bv the editor whether he wanted to add his signature or leave it off lie he stated as follows 1 I perfectly agreed with the gentlemen who signed the report as long as I 1 had not seen any real good ce mant roads the two gentlemen are right in stating that they saw in many instances cement concrete pavement of recent construction undergoing der going ree repairs pairs and expenditures for maintenance and stretches of pavement that in spite of annual maintenance expense were badly worn and cracked but this applies to utah only in fact I 1 know of only two good stretches of cement concrete roads in the state one near pleasant grove and one in the neighborhood of ogden yet since I 1 had a chance lately to go to st louis twice and to study eastern cement roads especially the cement pavement between st louis mo and springfield ill III I 1 came to the conclusion that a good cement pavement is the most desirable type the poor cement roads in ill utah are partly ly due to carelessness in construe construction and partly to the poor grade of mixing materials used tor for instance utah sands which in my opinion do not make a good material to mix with the cement the road from st louis to springfield was paved with cement in 1916 the traffic there is exceedingly and extraordinarily heavy and in spite of this the road without nearly any maintenance expense is in an ideal condition this Is the only reason why I 1 did not sign the report which is somewhat leaning towards pavement |
