Show PROPOSED AMENDMENT TO THE CONSTITUTION HOUSE JOINT RESOLUTION NUMBER FOURTEEN. A joint resolution repealing House Joint "Resolution No. 1, as passsed by the twelfth session of the Legislature Legisla-ture of the State of Utah, and proposing propos-ing a new resolution in lieu thereol ""ending Section 22 of the Constitution Consti-tution of the State of Utah, by adding Section 3 thereto, relating to the prohibition and regulation of sale inanulacture, use, advertisement of' possession of, or traffic in intoxicating liquors. Whereas, House Joint Resolution No. 1, proposing to amend the Constitution Con-stitution of the State of Utah by adding add-ing Section 3 io Article XXII has been passed by both Houses of this Legislature, and tiled with the Secretary Sec-retary of State; and Whereas, the engrossed copy thereof there-of dill'ers in a certain important respect re-spect from the resolution as actually passed by the Houses, in that in the sixth line of Section 3, as proposed, after the word "nature" the words "and all malt and brewed drinks" were omitted from 'said engrossed copy. Now, therefore, be it resolved by the legislature of the State of Utah, two-thirds of the members elected to each of the two Houses concerning; Section 1. That it is proposed to amend Article 22 of the Constsitution or Utah by adding Section 3, thereto, which section shall read as follows: Section 3. The manufacture, sale, keeping or storing for sale or offering offer-ing or exposing for sale, or importing, carrying, transporting, advertising, distributing, giving away, exchanging, exchang-ing, dispensing, or serving of all fermented fer-mented malt, vinous or spirituous liquor, alcohol, wine, pojrter, ale, beer, absinth or any other intoxicating intoxicat-ing drink, mixture or preparation of like nature; and all malt or brewed drinks; fruits preserved in alcoholic liquors of any kind; and all beverages containing in excess of one-half or one per centum of alcohol by volume; and all mixtures, compounds or preparations, pre-parations, whether liquor or not, which are intended when mixed with water, or otherwise, to produca by fermentation or otherwise an intoxicating intoxi-cating liquor, are hereby forever prohibited pro-hibited in the State, except alcohol foi scientific and manufacturing purposes, pur-poses, and wine used for sacramental purposes. Section 2. The Secretary of State is hereby directed to submit the proposed pro-posed amendment contained herein to the electors of th State at the next general election in the manner provident pro-vident by law, instead of the resolution resolu-tion as .embraced in House Joint Resolution Re-solution No. 1, heretofore passed by this Legislature, and which is hereby repealed. Section 3. If adopted by the electors elect-ors of the State this amendment shall have effect January 1st, A. D. 1919. Approved March 8, 1917.
