A lvolul!on proposing an amendment amend-ment to Section U, Article 13 of the l onstitiuiun of the State of Utah re-laling re-laling lo uniform taxes and exe'mp- He it resolved by the Legislature of tho Mate of Utah, two-thirds of all the members elected lo each house concurring therein: Section 1. That, it is proposed to amend Section li of Article -U1 of tho Constitution of the Stale of Utah so that the same will read as follows- Section 3. The Legislature shall provido by law a uniform and equal i:;tu oi as: cssinciit and taxation on ail properly in the state, according to its uluo in money, and shall prescribe pre-scribe hy general law sucii regulations as shall secure n just valuation lor taxation of ali oropeny, to that every pen.on ai.d corporation shall p ly a tax in proportion ,o the uiuu oi his, her or its propeily: Provided that a deduction de-duction of ueu.'.s from credits may bo authorized. Provided further, That the property of the United Slates, of ihe Suae, counties, cities, towns, school districts, municipal corporations cor-porations and public libraries, lots with the buildings thereon used exclusively ex-clusively for either religious worship or charitable purposes, and places of burial not held or used for private or corporate beuelit, shall be exempt from taxation. Ditches, canals, reservoirs, res-ervoirs, pipes and Humes owned and used by individuals or corporations for irrigating lands owned by such individuals or corporations, or the individual members thereof, shall not be separately taxed as long as they shall be owned- and used exclusively for such purpose: Provided further, That mortgages upon both real and personal property shall be exempt from taxation: Provided ' further, That the taxes of the indigent poor may be remitted or abated at such time and in such manner as may be provided by law: 'Provided further, That the Legislature may provide for the exemption from taxation of homes, homesteads, and personal property, not to c.-ceed two hundred and fifty dollars in value for homes and homesteads and one hundred dollars of personal property. Section 2. The Secretary of State is directed to cause this proposed amendment to be puLlislied as required re-quired by the Constitution and to be submitted to the electors of the State at the next general election in tho manner povided by law. Section 3. If approved by the electors of the State, this proposed amendment shall take effect on the first day of January, 1919. Approved March 12, 1917.
