The Vnited States; government on April 5 made public Its note to Great Britain declaring that "it could not admit" either the right of the allies or their claims for 'justification in placing an embargo on all commercial intercourse between be-tween Germany and neutral countries. coun-tries. "To admit it," says the communication,' communi-cation,' "would be to assume au attitude atti-tude of unneutrality toward the present pres-ent enemies of Great Britain, which would be obviously inconsistent with the solemn obligations of this govern-; ment in the present circumstances.; and for Great Britain to make such ' a claim would be for her to abandon ; and set at naught the principles for j which she has consistently and earnestly ear-nestly contended in other times and circumstances." The note reviews at length the legal le-gal phases of a blockade of belligerent belliger-ent territory and virtual blockade of neutral coasts. In conclusion the United Unit-ed States states its expectation that Great Britain, after having "consul-j ered the possibilities or serious interruption in-terruption of American trade" under I the order in council, ' will take the steps necessary to avoid them, and in i the event that they should unhappily1 occur, will be prepared to make full reparation for every act which under the rules of international law constitutes consti-tutes a violation of neutral rights." j |
