While Great Britain and France, under the farcical non-intervention policy, refuse to permit the Spanish Span-ish government to purchase war materials, the rebel armies get their supplies from Italy and. Ger-mainy. Ger-mainy. Apparently, non-intervention in the Spanish Civil War applies ap-plies only to one side. The United States, having declared de-clared an eimbargo on the shipment ship-ment of arms and munitions to Spain, effects a neutrality. Since General Franco is being equipped by the Fascist powers, the net result re-sult of the American policy is to place the Spanish Government at a disadvantage and, in part, assure as-sure the triumph of General Franco. Fran-co. This, it should be noted, is the aim and intent of Mussolini and the Italians. It is high1 time, in our opinion, for the United States Government to appreciate toe facts as to its embargo and to adopt a policy which is more in line iwithi actual neutrality.
