Residents of the area have indicated a willingness to install the sewer in the subdivision if it is extended that far. High water tables in the north part of Pleasant Grove the past two years have caused some septic tank failures resulting in a health hazard. Mountainlands Association of Governments, which was in charge of handling the block grant applications had given first option for the funds to Salem City for construction of a Wastewater Treatment plant. Salem apparently was unable to use the funds at this time so Pleasant Grove was given $150,000 and Cedar Hills was granted $95,000. Last spring when the spetic tank failures began and the health hazard was noted the city proposed a special improvement district for all of the Manila area. Nearly all of the residents protested the proposal except in a few small areas. Residents of the Firwtxxt Subdivision were generally in favor of the proposal. No funds were available in the city to extend the sewer line so the city council applied for the block grant funds. The city also applied for grant money to install sidewalk near the Manila School but this project was given a lower priority than the sewer extension project. |
