PLEASANT GROVE, UTAH . - City Council Met (Continued from page ) question and agreed to review the matter further when more informa-tion is availab.e Regarding approval of the final plat of Garden Village Subdivision, the council voted to postpone action until the questions related to financing of the im-provements have been answered. Frank Santos, developer of Noble Estates and Deveraux Estates sub-division attended the meeting to re-quest approval by the council of Plat D of Noble Estates. The Council discussed the problem with comple-tion of the street improvements in both Noble Estates and Deveraux Estates. Mr. Santos indicated that the asphalt company had, last week, com-mite- d to completion of the im-provements by October 18th. Now, because of the oil distributor being closed for three days last week the completion date will not be until October 24th. concerning the re-quired improvemetns for Deveraux Estates, Mr. Santos noted that he was not aware until last week that these improvements were being re-quired of him and stated that part of the work is the result of another development in the area. The council approved Plat D of No-ble Estates upon the condition that the improvements in the two areas be installed according to the revised schedule as explained by Mr. Santos. Mr. Ralph Larsen from Skyline In-dustries was present at the meeting to discuss the sewer connection fee for the new buiding being built by the company. It was noted that becuase of the floor plan presented to the building department it was felt that the building would be divided into four units in which a separate buisness could operate. Mr. Larsen assured the council that the building would be used strictly for Skyline and not leased out to other companies. The council indicated that should the building be made available for businesses not owned by Skyline that it would come under the multiple unit provision of the sewer ordinance and additional connection fees would be required. Mr. Larsen asked that the city consider giving Skyline an option on the city property located south of their present property for a future expansion of the plant. The council indicated that a right of first refusal could be given and recommended that this be done but noted that the business development committee would have to take action on this matter. Concerning junked vehicles, trailers, campers, etc. on city streets, coun-cilman Mills reported that the police have been issuing notices to the owners to remove these from the street and when no action has been taken after the notice has been receiv-ed that citations are issued. He noted the problem in enforcing the impound provision in the code and the council suggested amending it to provide for more effective en-forcement. Mr. Jim Clark,, owner of property on Geneva Road met with the council and asked for permission to place a trailer on the property for a tem-porary period of time until 4,000 square foot metal building can be completed. He indicated that an ex-cavation company is leasing the pro-perty and the building will be con-structed to serve as a shop and office for the company. The council review- - ed the concern of adjoining property owners who had met with the council several weeks about the type of business that would be allowed in this area. The council felt that the use of the property for the offices and shop of the construction company would not be distractful to the present use of the land and asked councilman Atwood to notify the property owners of the intended use and to obtain their feel-ings. Mayor Haynie discussed the Manila annexation proceedings and the protest filled by Cedar Hills on phase I (from 1100 North to 8800 North) and indicated that this protest was strictly harassment by Cedar Hills and was intended to simply postpone any action on the area north of 8800 North. He noted the im: portance of annexation by the end of the year in order to be included in the 1980 Census and stated that should this harassment and delay by Cedar Hills cause annexation to occur after December 1979 that before any discussion with Cedar Hills about sewer lines through Pleasant Grove would occur that the amount of revenues lost by the city caused by exclusion of this area in the 1980 cen-sus would have to be paid Pleasant Grove by Cedar Hills. The council supported the mayor in this stand. It was reported that Mike Blackhurst had requested to be released from his assignment to serve on the Tri City Golf course committee and a person will have to be ap-pointed to fill this position. Names willJbe reviewed for this appointment at the next meeting. The connection fees to be charged condominiums was discussed by the council. It was felt by the council that other cities rates and policies should be reviewed before the city establishes rates for these units. I f f.
