BE IT ORDAINED BY THE CITY COUNCIL OF PLEASANT GROVE CITY, UTAH COUNTY, UTAH, as follows: Section (A) is hereby amended to read as follows: SPEED REGULA-TIONS: No person shall drive a vehicle on a high-way at a speed greater than is reasonable and prudent under the con-ditions and having regard to the actual and potential hazards then existing. In every event speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyan-ce on or entering the highway in compliance with the legal requiremen-ts and duty of all persons to use due care. (A) SPEED LIMIT: Where no special hazards exist, the following speed shall be lawful, but any speed in excess of said limits shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful: 1. Twenty (20) miles per hour when passing a school recess or while children are going to or leaving school during opening and closing hours. 2. Twenty-fiv- e (25) miles per hour in any business, commercial or residential district with the exception of those streets or areas where a different speed limit has been declared applicable by express or-dinance of this City, when signs are in place giving notice thereof. STATE OF EMER- - GENCY: In the opinion of the City Council of Pleasant Grove City an emergency exists with respect to the enforcement of certain police powers of Pleasant Grove City, and it is therefore necessary for the preservation of the health, safety and welfare of the inhabitants of Pleasant Grove City that this ordinance take effect immediately upon its passage and publication as provided by Utah law.
