On Thursday, the audit report was presented at a special meeting, and on Monday, Mon-day, Nov. 12, the council met again to canvas the election results. re-sults. At the regular meeting held Nov. 7, several matters of business bus-iness were discussed. Present at the meeting to become better bet-ter informed of the activities in the city were newly elected councilmen Frank Mills and Mark Bezzant. Bruce Trego, building inspector, inspec-tor, was present at the meeting to discuss several matters relative rel-ative to building permits and policy in the city. Areas of development de-velopment without city sewer services were discussed. The feeling of the council was that these areas to be further developed de-veloped will have to provide sewer services. The cost of the sewer extensions will be borne by the property owners. Relative to the recently established es-tablished policy of requiring occupancy oc-cupancy inspection and permits before a new home can be occupied oc-cupied the council felt that this permit should be uesd to require re-quire that the home be completed com-pleted before occupancy is allowed. al-lowed. Mr. Trego was instructed instruct-ed by the council to not issue occupancy permits for a new development until the total development de-velopment can pass final inspections. in-spections. Art Steele, city superintendent, superintend-ent, was present at the meeting to give his monthly report of city activities. He indicated a property owner on 100 North and 900 East had indicated the wishes to develop building lots on part of his property. The council reviewed proposed new roads for this area and felt that roadways and sewer lines will have to be worked out before be-fore this development is begun. The proposed replacement of the present city sewer line run ning along state street from Center Street to 200 South was discussed. Mr. Steele reported that pipe has been ordered and it is hoped that this line can be installed this year. He indi cated that if he cannot get acceptable ac-ceptable bids for the excavation excava-tion of the line that city crews will do the work of installing. Mr. Steele reported that a new employee has been hired for the water department and is working out well. The matter mat-ter of off street parking effecting effect-ing snow removal was discussed. discuss-ed. The council told Mr. Steele that the police department will be controlling this problem and issuing warnings and tickets to those citizens parking their car on the street during the night. It was reported that there has been requests by property ownersz-abutting the proposed 900 South Street from Locust Ave. Jto State Street to have this street opened. It was reported re-ported that this road would be of great benefit in easing traffic load from many of the streets in the east part of the city but there are some property owners own-ers along the proposed street who do not wish to have the road opened at this time. The council felt that these people should be contacted to see if they could not be encouraged to have this road completed. Several members of the PL Grove Senior Citizens Club met with the council to inquire as to the disposition of funds appropriated ap-propriated for the senior citizens. citi-zens. It was stated that in prior years there was only one group of senior citizens organized in the city, and that this money was alloted to the group to defray de-fray part of their expenses. The council told these people that since there has now been organized or-ganized a club in the city that is meeting, the money will be given to the local group. The council encouraged a combining combin-ing of the two groups for the benefit of all. County Commissioner Yukus Inouye was present at the meeting to request that Pleasant Pleas-ant Grove City lease to the solid sol-id waste committee of North Utah County the 5 acres of property owned by the city near the garbage dump. The council indicated that the purpose pur-pose for this purchase originally origin-ally was for use as a garbage dump and they would like to see it used as such at this time. The city recorder was requested request-ed to draw up an agreement between be-tween the city and the county for use of this property. Roger Dudley, engineer for Aspen Engineering, presented a final plat of the Blackhawk Estates Es-tates subdivision in the east section of the city. He indicated that the developers are prepared to go ahead with sewer construction, construc-tion, and requested a plat be approved at this time. The council told Mr. Dudley that a tentative approval can be given but that final approval can only be given when the sewer line is completed. Alvin Yocum and Vance Lowe were presented as recently recent-ly elected members of the police pol-ice auxiliary. The audit report meeting was spent in hearing a presentation presen-tation of the audit given by Fred Oliver, partner in the accounting ac-counting firm of Haskins and Sells. A summary of this report re-port will be published in the Review in the near future. The canvas of election returns re-turns which was held Monday evening, showed no changes in the original decision of the citizens cit-izens of Pleasant Grove. How-, How-, ever minor corrections of vote tabulations were noted. Other business conducted at this meeting was to approve a business and beer license to Alan Mitchell for the lounge located lo-cated at the head of main street The agreement between the city and the county for lease of the garbage dump property was also approved and the matter mat-ter of the city renting its pas- ture property was discussed. The council felt that many of the problems could be avoided if the city established a policy of not renting these properties. |
