Bailey, vice president traffic safety, Utah Safety Council "Those old alibies, "I skidded' or T couldn't stop' are seldom if ever a justifiable ex-cuse for a traffic accident," Vice President Bailey said. "While there are exceptions, the skid was actually brought on by the driver through over-powering, overbraking or over-steerin- Failure to stop in time is generally the result of driv-ing too fast for th pavement conditions," he added. The safety official cited find-ings of the National Safety Council's annual test project at Stevens Point, Wisconsin. Pointing out that these tests have shown the breaking dis-tance on glare ice may be as much as nine or ten times the normal dry pavement distance. Bailey said that it seems ob-vious that very few drivers rec-ognize the extreme hazard in-volved in driving on an icy surface, especialy since it is a relatively rare occurance. "Even on loosely packed snow a much more common condit-ion in this part of the country, these tests show that it still takes three or four times as far to stop as on a bare pavement" As far as the average driver is concerned, Bailey recommen-ded that the most important Mew Program for Vets at Trade Tech A new program for veterans under sponsorship of the Fed-eral Department of Health, Education and Welfare, (HEW) has been headquartered at Ut-ah Technical College at Provo, Utah Tech President Wilson W. Sorensen announced, recently. It will be directed by Anth-ony Famulary who has joined the faculty for this purpose. Mr. Famulary is a graduate of University of Oregon with a bachelors degree in political science and a masters degree in problems and programs for disadvantaged youth. He has worked as a supervising teacher in adult basic education and as a remedial reading in-structor in Oregon. He took his last degree in Oregon in the spring of 1973. The program is aimed to give particular help to the Vietnam veteran, said Mr. Famulary, but it includes all veterans of the armed services, both men and women, and both in and out of school. It will serve the general area now served by Utah Tech, he said, including Utah, Wasatch and Juab counties, with a pro-gram of couseling and general aid such as job finding and job training for veterans in this area whether or not they are enrolled in Utah Tech, or any other school. Mr. Famulary said at present he will have a staff of three part-tim- e assistants for the "outreach" phase of the pro-gram the one designed to aid veterans not in school, plus a secretary at his deadquaters at Utah Tech. The new program will seek the cooperation and utiliza-tion of all existing agencies in the area involved, including employment services and oth-ers, said Mr. Famulary.
