Show Commissioners Disagree With Planner's Ideas City Planner Bill Ligety proposed a plan for the construction of low-to-moderate income housing units in the area, but the Park City Planning Commission disapproved of the planner's method. Ligety, at the commission's April 8 meeting, suggested lower-priced homes be built by developers of Queen Esther Village, a planned unit development in the Deer Valley area. He said if Queen Esther developers "contributed an equitable share toward easing the city's low-to-moderate income housing situation," he would recommend approvaf of the development of the 141 unit subdivision. At the previous meeting, Ligety told the commission 141 units was "too dense" for the area, and suggested developers decrease the number. But at the recent meeting, the planner said he would recommend the original proposal if developers would include lower-priced housing units. Commissioner Bill Coleman said he had difficulty in determining "why we would have a low-income housing unit in a residential project." "It doesn't seem like it has a place here," he said, adding he feels "it's a real problem" mixing low-cost homes with more expensive residential units. Commissioner Walt Bishop echoed agreement. He said he didn't think attaching the stipulation of low-cost housing as a trade-off for increased density was proper. And commissioner Rill Mammen sak' he would prefer a drop in density rather than obtaining low-income housing units. But Ligety pointed out that other housing developments in Deer Valley will include lower-priced homes. He also advised the commissioners that a housing project in Boulder, Colo., successfully mixed lower-priced homes with more expensive homes. Commissioner Burnis Watts said that was not a condition for trading higher density for the construction of low-cost homes. He suggested the commission consider an igreement by which the developers would contribute to an escrow account for the establishment of a low-to-moderate housing development. The planning department will study the development further before it makes further recommendations to the commission. |
