upon as possessing more than ordinary ability otherwise he would not have been chosen by the party in congress for that responsible position only recently was waa it discovered that he has the qualities of national leadership and that his record Is unsullied politically and otherwise but it Is maintained by his bis texas friends and supporters that the lateness of this discovery Is nothing to his bis discredit credit it may seem strange that john N garner should have been in the house tor for thirty years and yet should have been lit little to known to the country generally until he became speaker about three months ago but that Is tar far from being hard to understand when you know the the man the last thing he thinks about it if he ever has thought about it at all Is advertising himself he never poses and has never been in the habit of thinking of his acts in terms of the publicity they would command or of the popular reaction to them his hie district was always sure so EO there was no necessity for him to attract attention to himself to hold his seat in congress he has never gone about bis or any other state making speeches being always sure that he could be reelected elected re without campaigning no political observer doubts that speaker garner gamer has come into a texas popularity that Is genuine in its expressions pres pres rions vocal and written to the democratic national convention a delegation instructed as a unit to support mr garner for the presidential nomination are f factional Wt ional leaders w who h 0 have been the of political enemies tor for years former governor james ferguson former governor dan moody governor ross S sterling and former state senator thomas B love a leader of the democrats who supported president hoover in 1928 are among the many who long have been on widely divergent sides in texas politics who have burled their factional differences and united in their efforts to send forty six delegates to the convention pledged to support mr garner the garner boom spreading noisily j from washington to texas with many an intermediate stop broke into the roose j velt preempted pre empted state of georgia announcement no been made than representative sam rayburn democrat of texas came out with a flat statement that mr garner Is not a candidate for the presidential nomination and would not file in any state primary rayburn Kay burn chosen I 1 leader of the texans advocates at a rally in san antonio telegraphed judge howard asking him to withdraw from the georgia primary as a proxy for garner far from taken taking him I 1 out of the race this move Is expected here to help th the e speaker in the first place he had no possible chance to wrest georgias 28 delegates from roosevelt through a proxy for years roosevelt has been going to warm springs georgia there to combat the effects of infantile paralysis there fore the campaign c in 1 georgia garner has avoided a direct clash between himself and roosevelt the rayburn statement Is interpreted as meaning that the texans friends are quite serious about his candidacy and are determined that it shall not become entangled with factional disputes in the party chie chiefly f ly centering around the so called stop roosevelt movement they do not want him to clash with roosevelt in any of the states his big chance to win the democratic nomination in chicago as they see it lies in a deadlock convention it if roosevelt Is blocked they bellev believe e that garner will inherit many of the roosevelt delegates 4 however there Is a fly garners call for the termination of a political truce which in reality never existed but it if they begin throwing monkey wrenches into the machinery just because the republicans are seeking to direct the operations they are likely to lose caste with the country and mr garner who comes nearer to telling the democratic house what to do than any other democrat in years not a little ot of his present
