| Show I New flew Water Research Should Begin With Grants A new program of oC water research research re- re search at state stale land grant un- un is expected to be started soon under impetus of oC federal grants REP SHERMAN P. P Lloyd Utah R-Utah said the thc effort will likely result after several years in allocation of between and annually to Utah State University This will help finance the greatly greally accelerated research work contemplated by the new water research laboratory now under construct o 0 n M 11 r r. r Lloyd said The structure scheduled for Cor completion com com- next fall is being financed fie fi- two thirds by state money third one by federal grant TIlE TIIE U UTA T A II H congressman said the House is expected to act soon on a leaner version of the Water Resources Research Research Re- Re search Act Ac which previously cleared the Senate As reported to the House Mr Lloyd said the bill tarries carries these major provisions 1 STARTING in fiscal 1965 would be allocated to toone toone one land grant college in each state slate increasing each year to toa toa a level after the fourth year The money would be available for establishing and carrying on the work of a competent com com- and qualified water resources resources re- re sources research institute 2 Starting Starling in fiscal 1965 1 would be appropriated to the Secretary of Interior for matching 50 with the state research centers on specific projects The amount would Increase each year to a annual rate in 1969 3 TilE THE INTERIOR Department Depart Depart- ment is given the role of administering administering ad- ad ministering the state federal programs but it Is Is' specifically barred from assuming authority author author- ity for water research work conducted by other agencies 4 The President would be empowered to establish acen a center cen ter for cataloging aU all water research reo re- search work including that of of the state centers and federal agencies The resident President would also have power to coordinate te federal roles in water ateI r re research search MR l LLOYD said sald that under the Senate version of f the bi bill the money due each state might have been split among various land grant schools so that several schools could share one states state's allocation The House version he said limits the centers one to a state Governor George D D. D Clyde has notified the Secretary of oC Interior that he intends to des ignate as the recipient institution in Utah Mr 1 Lloyd said ANOTHER change in the House version is to eliminate a Senate proposal which would have allocated up to 10 mil ml- lion annually to the Interior Department for its own water research program The House bill retains the Senate formula for equal state grants and for matching on particular state research projects I THINK the house approach approach ap- ap is much more sound would be considerably less expensive ex ex- pensive and would help give direction to water research ac ac- now scattered among more than 30 federal agen des cies Mr Lloyd said One of the key witnesses on the legislation was Dr Dean F. F Peterson Jr Dean of Engineering En En- at use lIe said the strengthening of state research work would 1 allow applied research to meet community and area water problems 2 accelerate both basic and applied research work and 3 encourage students to pursue the several sciences involved in water resource management manage manage- ment MR 1 LLOYD said that would under the proposed enactment en- en receive the state share plus whatever amount it qualified for lor under the 50 matching funds for particular projects Because of the growing reputation of oC in this field and its preparation for lor an expanded ex program it would be apt to receive a substantial amount under the matching program Mr Lloyd said If the proposed matching matching match match- ing monies were distributed equally among the 50 states he said each state would receive re re- annually STATES may voluntarily join together to oper operate te joint facUlties facilities without losing their individual apportionments The Intermountain West although containing in each community many individual problems also has many common com com- mon problems lin in st stabilizing w watersheds diversion die di- version reclamation of dry lands interference with natural na na- tural water courses rapid spring runoffs operation of irrigation ir ir- systems underground water supplies and other factors fac fac- tors These I believe would argue for lor consideration of cooperative cooperative co- co operative work by the Intermountain Inter Inter- mountain States Mr Lloyd said ALTHOUGH the m a I n thrust of the bill Is to encourage age development or of water research reo re- search within the states I Iam am amin in sympathy with the mandate given for coordination of f federal fed fed- d. d eral efforts It seems to me that It is most important that we not build up state capacity while simultaneously building up a productive non federal bur bur- I WOULD hope therefore that the language of the bill calling for coordination of federa fed fOO- era eral research would be implemented implemented by President Johnson The demeaning aspect of university uni professors shopping for research money among the various agencies is ent The inefficient use of taxpayers taxpayers' taxpayers taxpayers' tax tax- payers payers' mon money y is apparent in inthe Inthe the ure of some government eI search programs programs Mr Lloyd said said- th that t 1964 budgets Idge show water research programs totaling about 76 That includes work undertaken un un- at the Departments of Agriculture Defense Corn Com merce Health Edu Education and Welfare Interior the Atomic Energy Commission the National Na Na- Science Foundation and Tennessee Vall Valley y Authority AMONG the recent National Science Foundation research grants were one of to Dr Peterson of for lor study of stream flow in deep rough stream beds and one of 35 to Dr J. J Vent Verr Hales head of Department of Meteorology ogy University of Utah for weather modification lion Useful studies of this kind should continue both within the framework of st state te centers cen cen- and other institutions Mr Lloyd said TilE THE BILL creating the fed state eral-state partnership in water water wa- wa ter research has been approved ape ap- proved by the House Interior Committee It must be cleared for House action by the Rules Committee then brought to the floor for consideration A conference committee will probably have to b be e named to resolve the differ differences between the House and Senate versions ns Mr Lloyd I said |
