report the board of directors has held three meeting sin the last two years belides the one held in milwaukee june 0 1000 arst of these was held in new nov 1 1900 tho second in washington D C feb 10 1001 and the third in new york in nov 1101 two meetings of the council have been held since the fifth biennial one in milwaukee on saturday inor nin june 9 1000 and the second thia in LO angeles morning the change from state chairman of correspondence to the federation secretary as a means of communication be tween the general federation and the state federations has egied one but not all of the question which aric in connection with the office the question as to whether this altice ou the state president or not is no longer raised but in the preparation for the sixth biennial the the club bo admitted to membership the fact that the admission of sich s ich a club would be establishing a precedent made the board unwilling t ct without carefully considering the ques tion and a motion to lay on th babl i was made and carried the d legates t at the fifth biennial understood that ha board had neither voted to admit tte 1 club nor to refuse admission bt b t the impression went abroad that the boa d had voted upon the application and id refused admission to tho club no hardship was imposed apan tha member who represented the yew era club by the failure of the b ard 10 J act upon the application as she w s entitled to a seat in the convention in another capacity at during the week of the fifth bienai 1 and the two years that vave caps d since that time the board lias many recording secretary since the last biennial she said clubs tarco state federations and oregon and three district federations have been a total membership in the general federation of individual clubs aggregating members four district federations of members and 39 state federations composed of clubs and a total membership of the question was raised asio the number of clubs that had withdrawn and the answer was that while ten had withdrawn only talo took this action on account of the color question As treasurer mrs emma van Ved iten reported over in the treasury with the los angelea biennial
