The substance of the first proposed bill is that boards of park commissioners commis-sioners shall consist of live members to be appointed by the mayor or other executive ol fleers Their terms of of fice shall be one, two, three, four and five years, so that there will always be experienced men on the board. In the present year the commissioners commission-ers have expended $22,000 or $23,000. One Mill Tax Levy. In cities of I lie second class the councils are re'l'ilred to levy a tax of one mill, and mav, in their discretion discre-tion lew a tax not to exceed two mills. There Is a provision in the bill that throws safeguards arouud the creation of parking districts. It Is provided that a petition signed by IOim) voters and taxpayers shall be required In first class cities and in second class cities of 250 before a parking district can bo created The committee to press these measures meas-ures before the legislature will consist con-sist of the chairman of the Ogden hoard and two members of the Salt Luke board, yet to be named years. The members will receive no compensation, but the cities will pay the premium on their bonds; the amount of the bonds at present Is $lvuu. Complete Supervision. The boards will have complete supervision su-pervision in every way as to the planting plant-ing of trees, lawns, plants and shrubs, they shall determine' the varieties and where they are to be planted, and are authorized to make rules and regulations reg-ulations regarding l lie care, maintenance mainten-ance and condemnation of the parks. They are to have control of all land dedicated lor park purposes and have the power to appoint a park superintendent, superin-tendent, keepers, clerks and other 1 necessary employes, at salaries to be li.xed by the boards. The boards are to make an estimate esti-mate of the probable cost of the park systems to the city council on or before be-fore March 1 of each year, In order ' that, the council may fix a tax levy on that basis. With regard to I he. e stablish mcnt of parking districts, the same rules as now applies to sewer and sidewalks extensions are made to apply. The cost of the parking district will be charged to the abutting property, and the special tax is to be collected In the same manner as guttering and curbing taxes. This tax. of course, will in no event, be burdensome. Whenever the board decides upon the creation of a new parking district It shall advertise such Intention and specify a time for receiving objections. objec-tions. If two-thirds of the property owners object, the district cannot be established. Tho proposed bill providing for the general tax levy for maintenance purposes pur-poses makes It mandatory upon the councils of cities of the first class to levy a tax of one-half mill, nnd gives the councils authority to increase this to one mill, as the growing needs of a community may determine.
