F. Osborne, of the I'nivcrsity ol Maniioba, who, discussed Canada's relations to the empire in an address here recently. The naming ol ambassador, he argued, would mean that there would ; exis4 a possibility of a difference of J opinion between the British and the Canadian ambassadors, it would mean that probably every' British 1 dominiou would in the course of ten years bo represented at the various capitals by their own ambassadors, among whom differences of opinion might arise.
