Show Colorado Legislature To Draft Proposed Law For Automobile Thieves Anti-theft Law Being Drafted in All Sections of the Unitec' States Against Thieves; Present Laws Are Easy to Evade; National Automobile Chamber of Commerce Now Interested in Move WASHINGTON The Colorado l legislature, when It holds is next .on, will have before it a draft i of a proposed uniform anti-theft law, Which it will be asked to nai as part of a plan to bring about uniformity uni-formity throughout the I nit-'d States in dealing with motor thieves Recognizing that the first step toward to-ward curbing the vast number of mo-1 I tor car thefts should be the obtaining obtain-ing of uniform legislation throughout the United States the national auto-mobile auto-mobile chamber of commerce Is draft-j an auti theft law which will be pre-1 lecnted to all stale legislatures when they meet again Automobile thefts have become eo appallingly numerous aud the present pres-ent laws are so easily evaded that jevery one realizes that some stern steps must be taken to curb this growing evil The national automobile chamber of commerce has made an exhaustive study of the subject and has broucht forth a legislative work which, if uni 1 versally dopled. will bring disaster to I many an ambitious motor car pilfer- j er. The proposed law, as it stands now, is made up of seen articles and Is called An act to regulate the I purchase and sale of secondhand vehicles and parts; providing for the licensing of the business of dealing in second hand vehicles; to prevent the removal, manipulation or altering versally adopted, v. til bring disaster to prevent the theft of vehicles or parts thereof." FIRST ARTICLE. The first article merely defines the terms that are used in the acL Ar- itlole 2 deals with identification numbers num-bers or marks providing thai everj I vehicle must hae some mark and, making It nnlawiul io destroy or j alter the same It also makes unlawful the po i sion of a vehicle with mark oi number num-ber altered or defaced, and provldt that any BUCh vehicle inUJSl be reported re-ported at once to the Btete motor vehicle ve-hicle commissioner, who shall hac-the hac-the power in such cases to issue a special number or mark. Article 3 deals with the transfer of used vehicles and provides that both the transferor and I ransteree shall furnish affidavits describing th car and giving the details of the transfer. These affidavits go to the stnte motor vehicle commissioner and form a record rec-ord of the transaction ARTICLE FOUR. Article 1 has to do with the ihoTt of cars and provides that the motor vehicle commissioner of every state Le notified of the thefl and- be given description of the ear by the commissioner com-missioner ot the state in which the theft occurred and that the coinmis sioners of all states be notified of the recovery of any stolen car. Article 5 states that every' garage or repair shop must keep a descrlp-Live descrlp-Live record of every' car left for stor- age and repairs und must report to the police any iolntion of the article i regarding identification mark or nuin- I her.' Article 15 provides lor the licensing li-censing of second-hand motor vehicles and p&rLs dealers, and Article 7 takes i up several miscellaneous provisions Every article carries a clause lixing ' a heavy penalty for any violation. - " |
