There appears to be substantial agrce-' agrce-' ment among officers, however, that f future operations of submarines bo confined strictly against warships. As to aircraft, officers say that in j seeking to make certain that civil populations pop-ulations are never again subjected to such outrages as committed by German Ger-man airmen, it may well be that the I flying army hereafter will be restricted restrict-ed exclusively to observation work and to such attacks upon troops as ma-I ma-I chine gun or similar armament would j The submarine problem apparently I attracts the greatest attention. There f is reason to believe that the navy general gen-eral board would not favor proposals that use of submarines in any ftfrm be abandoned entirely. Many officers, however, favor prohibition of the use of these craft against any but war- ships as that would mean the end of submarine blockades and they regard this as one of the main practical elements ele-ments to be dealt with in any discussion discus-sion of freedom of the seas. Another question with which the peace conference is expected to deal very emphatically is the use of pois-j I onous or other gases. j |
