Zurich newspapers today printed a Vienna dis-patch dis-patch carrying the report that the Austrian government "in order to avoid fresh disturbances," had asked the allied authorities to occupy the Austi-o-Hungarian capital. LONDON, Dec. 21. The German government has accepted Field Marshal von Hindenburg's plan to form a people's guard, or national army, according to a Copenhagen dispatch to the Daily Mail.
