Show POLAND TO HAVE ' NEW CONSTITUTION BERLIN, Sunday, Nov. 4, via London, Lon-don, Nov. 5. The constitution of the now Polish state is a document containing con-taining nine paragraphs and one hundred hun-dred and fifty-one articles.
