Show I WAR HIMH Senator Borah Advises Curtailment Cur-tailment of Expenditures in Face Future Uncertainty. OUTLOOK IS SERIOUS Dark News From Russia Affects Af-fects Lives of Millions of American Boys. WASHINGTON, July 26. The war situation, particularly with reference to developments on the Russian front was brought into the senate debate today by Senator Borah during discussion discus-sion on the river and harbors bill. He spoke on the need of curtailing expenditures ex-penditures because of the uncertainty of the immediate future. ; "Never at a time in this strugglo j has the outlook been as serious as at this time," Senator Borah declared. "Russia, to all appearances, is out of the conflict because of internal con-I con-I flicts. What does that mean to the people of the United States? Could a more serious message come over , our wires and affect the lives of millions mil-lions of our boys than the fact that Russia is breaking down? We should pray for" the success of Kerensky as never before. Will Lose Millions of Boys "It means that millions of American boys will find graves on European battlefields. bat-tlefields. No more serious condition could confront us than confronts tho allies now. The situation Is here and the hour of sacrifice has arrived. And will the senate stop and parley over 1 money going into the improvement of creeks?" In addition to the Russian situation Senator Borah declared that the submarine sub-marine question, which some weeks ago was believed to be favorable to the allies, has now become "distinctly favorable fav-orable to the Teutonic powers," with reports showing the number of sinkings sink-ings increase. Then France, too, is being gradually worn down, ho asserted. assert-ed. America being in the war, is .there practically as a gauarantce of the financial fi-nancial standing of the allies and the conservation of finances, he said, was imperative. Should Realize U. S. Is At War "Has the time not come when we realize that we are in this war?" asked Senator Borah. "We should proceed to legislate upon these measures as if the enemy were at our very gates. Does anyone suppose that tho central powers with Russia giving in, submarine subma-rine war growing more effective, apparently ap-parently every day, v.ith France at tho height of her fighting powers, would ' discuss peace except on Germany's terms?" Tho American people, Senator Borah declared, should have presented to them definitely and specifically the tonus and conditions on which they are fighting. America's Issue to Fight For "Give them an American issue to fight for and an American issue to die for," ho declared, adding that "if tho scnato realized that this war was an American war they would not bo sitting hero passing on tho advisability advisabil-ity of voting millions of dollars for creeks down which a duck cannot pass." Senator Borah disclaimed intimating intimat-ing that the United States should not be in the war. "But we can't do anything more helpful," he said, "than to make it known that this is' an American war, with American institutions Involved. Yet if you go before any popular audience audi-ence they will say it has been treated treat-ed so far as a European war to settle set-tle propositions in Europe." Russian Proposal Unpopular Referring to the recent Russian "no annexation" peace proposal, Senator Borah continued: "That met with no response from any of the allies. The United Statos could have taken no more important step than to have endorsed that declaration. dec-laration. If the United States had taken a bold stand in favor of peace Russia would be 100 per cent more effective ef-fective today as a fighting force. But tho United States waited for some of tho other 'powers to define this position. po-sition. "I did not vote for war," he concluded, con-cluded, "out of sympathy with France, much as I admire her, but becauso our American rights wore tramplod on." American Rights Trampled On. With Franco much as I admire her, but our American rights were trampled tramp-led on and our people murdered with the prospect of continued outrages and national degradation, I voted for war to make safe our own blessed republic and give dignity, honor and security to this democracy of tho United States. I did not vote for war to spread democracy dem-ocracy throughout Europe, although I would be glad to see every king' and prince exiled and every dynasty broken brok-en forever. This has become an American Amer-ican war, a fight for American principles princi-ples to be discontinued when American interests are safeguarded and satisfied. satis-fied. It Is no longer a war to spread democracy In Europe or for rehabilitation rehabili-tation of European countries. It is a war showing that the United States, though slow to act, is swift to avenge. |
