Mr. Barnes would also revive the question of taxation of mines and mining claims, because of his expressed ex-pressed conviction that the recent proposed constitui ional amendment relative to the question was voted down by the people because of lack of understanding of it. He ruggests the re-presentation of the amendment to the voters. In support of his argument for an Intermediate penal institution, Mr. Barnes points out that the efficiency of both the State Industrial school and of the state prison Is being impaired im-paired by conditions that obtain under the present arrangement. Many burglaries bur-glaries and robberies are committed by juveniles just under the age limit, according to Mr BarneB, and when the offenders are placed in the industrial in-dustrial school they constitute a menace men-ace to the morale of the younger inmates, in-mates, less initiated in the ways of crime.
