EXPLAIN STAND ON CONTRABAND COPPER Washington, Dec 14 In a letter to- oay to Senator Smoot, the state department de-partment explained the situation in regard to the holdup of copper shipments ship-ments to foreign countries The de-nartment de-nartment says embargoes on copper shipments have been made by ItaJy, J Netherlands, France and Belgium. Austria has embargoed copper shipments ship-ments to Servia and Great Britain has placed an embargo on copper ore of all kinds and material for telegraph wire, and a similar embargo has bo-ti made by India. Germany has placed an embargo on copper and all articles made of copper. Other western senators have been informed by the department that ne-gotiations ne-gotiations for the removal of restrictions restric-tions on copper shipments from the United States are not meeting witb encouragement. oo
