Show GRAFT CHARGES ARE BEING INVESTIGATED Salt Lako, April 3. Acting at the request of Governor William Spry, County Attorney I. E. Wllley yesterday yes-terday began nn investigation of charges that have been made repeatedly repeat-edly against tho police department and officers of the detective force that discrimination was being shown In the matter of enforcement of the law in Chinatown and that the police po-lice have been grafting. The county attorney held a conference confer-ence yesterday with a score of Chinese Chi-nese residents of Plum alley, who contend that the police are discriminating discrim-inating against the residents of that part of Chinatown and giving favors to the Chinese in Richards streets. Charges were made to tho attorney that gambling Is permitted in Richards Rich-ards street, while the Chinese in Plum alley, it is alleged are persecut ed by the officers and arrested without with-out provocation. The Chineso have made their complaints com-plaints several times to the mayor and other city commissioners, but without definite results. They then went to Governor: Spry and told their stories. The governor referred them to the county attorney and asked the attorney to make an Investigation of tho matters. .Mr. Willey several days ago assigned as-signed a private detective of his office of-fice to the work of looking into conditions con-ditions in Chinatown, but his report Is that he can get no information from the Chinese. An effort is being made, however, to get the facts in the case to determine whether or not there is grafting or discrimination shown in the matter of enforcement of the laws After the conference yesterday Mr. Willey declared that he would make a thorough Investigation of the charges charg-es placed before him, but could not say what would be done until further probing Into conditions is done. "I cannot say, at this time," said he, "what will be done. I don't know whether any charges will be filed against members of the police force or not. The Chineso have laid their statements before me and I am going to investigate them thoroughly. if there is evidence that any crime has been committed by any of the officers offi-cers I will issue complaints. I cannot can-not tell what will be done, though, until my Investigations are completed." complet-ed." Detectives William C. Zeese and Herbert A. Leichter have been before be-fore the county attorney in relation to the charges made and told their stories. They declare that there Is simply a tong fight on between the Chineso of the two districts and that the Chinese arc trying to make them the "goats." Both officers, it is announced an-nounced at police headquarters, have not been working in that district for several weeks. |
