be more han one warm time in that old council before the two years term r which they are elected 13 ended bleat ig always on the tapis over there toyway and just now it Is being gen t rated if anything faster than it can w absorbed or transmitted there Is of course a chance even hough a slim one that peace and harmony may later prevail and there is no doubt but that the affairs of the city will be properly bandied and governed ven though some warmth may accod bany the deliberations of the body in this case even with but twenty minutes of a session there is the state nent from one of the councilmen jones democrat from the second hat there is a majority and minority n the council and jones is with the republican minority composed ot carr bbott and powers while the two oth r republicans and tour democrats are apparently in the majority there ire certainly indications of a warm nd interesting time and there will be i goodly attendance upon the sessions of the council of 1900 1 the council chamber was well crowded when mayor M S browning and the councilmen elect came into the oom and took their seats mayor browning walked to the chair ot the president ores ident of the council and called the body to order he asked it the bonds f all the councilmen were approved and recorder bluth answered that they were the recorder than called the oil and every councilman elect an to his and then mayor browning asked the pleasure of the body whom will you have tor your temporary chairman ha irman cross nominated jos parry and arr seconded the nomination he was lecter unanimously jones moved that they proceed to luct a permanent president of the jody powers seconded the motion and it was carried powers then moved that the vote be ly ballot and it was so voted nominations were declared in order ind powers named J W abbott ross nominated H H thomas fly fttie and brown seconded thomas nomination jones then came to the tore and nominated joseph parry in a speech in eulogistic phrases and terms blott seconded the nomination carr nominated george W jones and then parry declined the nomination cx greasing yr easing his thanks to the parties who had spoken so kindly of him brown moved that they vote by ayes and nays saying that he was not ashamed of the man for whom he was going to vote jones asked the privilege of say ins a word and wanted to know why brown was so anxious to deny that he yas ashamed what Is he insinuate ng here brown suggested to chairman arry that he close nominations and instruct the recorder to prepare the ballots jones wanted to know it the chairman needed a prompter abbott suggested that brown take he chair jones said that browns coaching bis jones candidate was a reflection upon for the presidency of the council then thomas powers jones abbott and brown made motions and seconds aid all upon the matter of voting by ballot or by ayes and nays and finally chairman parry called them all out of order because the matter had been settled once the recorder then prepared the ballota and the vote was taken resulting as follows thomas 6 abbott 2 jonea I 1 parry 1 thomas was declared elect president ot the council abbott and jones were appointed to escort thomas to the chair and when they reached the exalted position mr abbott said gentlemen of the council I 1 take in presenting to vou H H thomas who will preside over the deliberations ot this body tor the next two years mr thomas in accepting said gentlemen I 1 thank you tor the honor which you have placed on me and I 1 shall endeavor to act with impartiality as president of this body it Is with the idea of the best interests ot i he city at heart that I 1 shall act and I 1 trust that our deliberations in this body will always be in harmony I 1 thank you what is your further pleasure jones wanted to know it the arrangement ran gement of scabs scats for the council had been by any plan ho wanted to know it there was to be any change his seat suited him but lie wanted information parry said he would like to be near the center of the room and ha was located in the middle chair on the north aide of the chamber brown said he would like to stay where he was it was next to a radiator and he liked it because it was warm well transmit some boat over there said jones brown moved that a committee be appointed to consist of the president and two other members of the council to revise the rules governing the de of the council flygare seconded the motion jones wanted to know what the council would do meanwhile they would have no rules brown added to this motion that the old rules govern until the report ot tha committee at their next meeting jones rose for information he said there was evidently a majority and a minority in the council and he wanted to know it there were to ifft new rules arbitrarily put in force in this body simply on a report of the committee I 1 want to know it these rules are to bo reported to this council aoa adopt edby it he was informed that tho rules would be reported to the council tor or such action as they the vote was then taken and the motion carried president thomas ap pointed carr and brown as the other members of the committee besides himself A motion to adjourn carried with a whirl and the council will meet again next monday evening at 8 |
