Senator Williams offered un. amendment amend-ment to permit foreign built ships owned wholly b Americans to participate partic-ipate In the privileges of coastwise ships. It provoked an nciimonbus passage In which Senator Martin was accused by Senator Williams of making mak-ing a protectionist speech in favor of Virginia shipyards. The Williams free ship amendment was adopted by 38 lo 10. Senator Williams then offered an amendment to admit to American rogistry American-owned ships of foreign make which aro engaged exclusively in foreign for-eign trade.
