Socretary William Wil-liam Hay ward, of tho Republican national na-tional committee, who arrived today to take charge of tho preliminary work for tho committee's hearing on contests Juno G, admitted that ho has a plan for the readjustment of tho Southern representation in the Republican Re-publican convention, but declined to discuss it. His plan Is said, however, to call for representation by congressional districts based on the actual vote cast.
